■ Era of Free AI Services Begins: "AI for All," jointly developed by the government and three consortiums led by SKT, KT and Kakao, will be opened free of charge to all citizens in December. With everyday features ranging from general-purpose chatbots to reservation services and links to public services, the gap in AI usage is expected to narrow rapidly.
■ Semiconductor Mega Cluster Nears Groundbreaking: Samsung Electronics (005930.KS) unveiled a detailed blueprint for the 360 trillion won Yongin national semiconductor industrial complex, setting a timeline of groundbreaking next year and operation of the first fab in 2029. With more than 70 materials, parts, equipment and fabless companies set to gather at the large-scale production hub, hiring demand is expected to expand in earnest across all semiconductor fields.
■ AI Investment Boom Seen Lasting Three to Four Years: Bank of Korea Governor Shin Hyun-song said global AI investment will exceed $1 trillion over the next three to four years, driving the world economy and South Korea's growth. The outlook points to a complex phase in which strong semiconductor exports widen employment opportunities while energy price increases stemming from war in the Middle East stoke inflation.

1. Free Nationwide "AI for All" to Be Demonstrated on the 16th, Official Launch in December
Key points: "AI for All," under development by the government and three consortiums led by SKT, KT and Kakao (035720.KS), will enter closed beta testing on the 16th and be officially launched for the general public in December. SKT is building an agent-type service in which AI directly handles tasks such as restaurant and hospital reservations, while KT is building an integrated platform that connects public services, finance and shopping through a single chat window. Kakao has chosen a strategy of providing AI through familiar channels such as KakaoTalk and phone calls, embracing even users who are not comfortable with digital devices. Once free AI for all citizens is fully up and running, opportunities to use AI are expected to widen dramatically across job preparation, including writing cover letters, searching for information and automating tasks.
2. Samsung Unveils Yongin Cluster Blueprint, While SK hynix Showcases Next-Generation Chip
Key points: Samsung Electronics unveiled the blueprint for the Yongin national semiconductor industrial complex, in which it will invest 360 trillion won, at SEDEX 2026. It will begin site development next year, operate the first fab in October 2029 and complete a total of six fabs in sequence by 2040, with more than 70 materials, parts, equipment and fabless companies moving in alongside. SK hynix (000660.KS) is developing high-bandwidth flash (HBF), which addresses the capacity limits of HBM, in cooperation with SanDisk and Google, and plans to finalize the technology standard in January next year. With the world's largest semiconductor production base taking shape in the Gyeonggi area, new hiring demand is expected to expand quickly across design, process, materials and equipment.
Key points: Bank of Korea Governor Shin Hyun-song said in a CNN interview on the sidelines of the IMF-World Bank annual meetings that an AI investment boom of more than $1 trillion over the next three to four years will support global trade and growth and produce positive spillover effects for the Korean economy. He assessed that South Korea sits at the intersection of two trends — large-scale AI investment and war in the Middle East — with the growth effect of strong semiconductor exports and the inflationary push from rising energy prices operating at the same time. The central bank raised its base rate by 0.25 percentage point in each of two consecutive moves in July and August, and whether to make further adjustments will be decided at the Monetary Policy Board meeting on the 22nd. The outlook that the AI industry boom will last three to four years or more reads as a signal of long-term demand expansion for those preparing to enter the semiconductor and IT sectors.

4. DeepSeek Nears Funding at Twice Its Target, Valuation at 100 Trillion Won
Key points: Chinese AI startup DeepSeek is set to close a second funding round worth 10 billion yuan (about 20 trillion won), double its original target of 5 billion yuan, with a target valuation of 50 billion yuan (about 100 trillion won). In addition to Tencent and CATL, a range of industries has newly joined, including chip designer GigaDevice, foundry SMIC and Geely Automobile, while annual recurring revenue (ARR) surpassed $1 billion from $500 million in a matter of months. The company is judged to hold a firm technological edge, with demand remaining solid even after it raised API prices to two to four times previous levels. A global AI startup reaching a valuation of 100 trillion won in such a short period is drawing attention as a benchmark for gauging the growth pace of high-value AI jobs.
5. 15-Year-Old Services Bill Revived Without Health Care: "We Need a Second Runner After Chips"
Key points: The government will revive the Framework Act on the Development of the Service Industry, which has been stalled for 15 years, within this year by excluding the health care sector. Deputy Prime Minister Lee Hyoung-il stressed that "we need second and third growth runners to run alongside semiconductors," and three of the four bills currently pending in the National Assembly, proposed by both parties, reflect the approach of excluding health care. The government also announced measures to foster K-beauty, disclosing plans to create a 25 billion won venture fund and to invest 7.2 billion won in developing AI-based cosmetics manufacturing and quality control. Easing of service sector regulations and expanded support for K-beauty are expected to open a new phase for startup creation and the job environment in finance, distribution, education and cosmetics.
6. Support for Small Shipbuilders and a New Fund: Both Parties Push Shipbuilding Special Act
Key points: The ruling and opposition parties jointly proposed a "special act on revitalizing the shipbuilding industry ecosystem" that links the Korea-U.S. shipbuilding cooperation project MASGA to strengthening competitiveness across the domestic shipbuilding ecosystem. The bill includes the establishment of five-year basic plans, designation of advanced future shipbuilding industry clusters, priority support for refund guarantees (RG) for small and mid-sized shipbuilders, and the legal basis for creating an "advanced future shipbuilding fund" dedicated to the industry. It also includes a basis for giving small and mid-sized shipbuilders priority in public orders and for establishing and operating a Korea-U.S. shipbuilding cooperation center, with the aim of building a comprehensive support system covering large shipbuilders, small and mid-sized shipbuilders and equipment makers. As legislation to foster shipbuilding as a national strategic industry gains speed, the likelihood is rising that demand for workers will expand in ship design, production, equipment and smart yards.
