Police in Mauritius have arrested a 21-year-old man they suspect of founding a WhatsApp group to stir unrest in the Flacq district. Jayesh Julloo, known as “Kushal”, was detained on the evening of Wednesday, 14 October 2026, according to local media.
The case matters to American readers because Mauritius is a popular holiday destination and night curfews were imposed in several areas this week. Travellers should follow the instructions of the Mauritian authorities.
What We Know
Police say the Criminal Investigation Division (CID) of Flacq made the arrest, supported by the GIPM, a police special intervention group. Le Mauricien reported that officers detained him in Mare-La-Chaux.
Julloo is 21, according to the local reports. He is in custody and is a suspect, not a convicted person.
Police told Defimedia and Le Mauricien that he created a WhatsApp group called “GEN Z”. They say its purpose was to mobilise people and stir unrest in the Flacq region, in the east of the island.
During questioning, he reportedly confessed to acting with several accomplices and handing out Molotov cocktails. Police say the petrol bombs were meant to set public infrastructure on fire.
He is also said to have been present when a group member lit dry leaves near the MUGA football pitch in Flacq. These accounts come from police statements relayed by the press and have not been tested in court.
Le Mauricien reported on 16 October that a second WhatsApp group, “Paradise Burning”, was also used for coordination. Police are investigating it, according to the newspaper.
Four minors were arrested in Cité-Hibiscus, Flacq, the same newspaper reported. Out of respect for their age, we give no further details about them.
Around 40 arrests were made during police operations, Le Mauricien said. Incidents were also reported in Gros-Cailloux.
Police suspect drug-trafficking networks of financing the unrest, according to Le Mauricien. This is a police suspicion and not an established fact.
The arrests follow days of unrest that began after the shooting of Elodie Thomas, 27, on Friday, 9 October. A police sergeant has been charged, and water supply problems added to public anger.
Prime Minister Navin Ramgoolam announced night curfews in several areas on 13 October. They were later extended by two nights, and some schools were closed on Tuesday, 13 October.
We reported on the earlier phase of the unrest here: Mauritius Arrests 10 in Police Station Riots. That article covers arrests at police stations earlier in the week, separate from the Flacq case reported today.
What Is Not Known
It is not known whether Julloo’s alleged accomplices have been identified. It is also not known whether he has been formally charged.
The claim that drug networks paid for the unrest is unproven. It is a suspicion voiced by police, and no evidence for it has been published.
It is unclear whether the two WhatsApp groups are linked to other incidents elsewhere in Mauritius. Police have not said so publicly in the reports we reviewed.
Julloo’s own account reaches us only through police statements and press reports. No public response from him or a legal representative has been reported, and he remains presumed innocent.
What It Means for Travelers and US Readers
Mauritius is a popular holiday destination, and curfews can affect evening plans, transport and dining. Travellers should follow the instructions of the Mauritian authorities and check with their hotel or airline.
This report cites no official travel warning, and none should be inferred from it. Conditions differ by area, so visitors should rely on current local guidance.
For US readers who follow the island as a financial and tourism hub, the main point is the pace of events. Arrests, curfews and school closures have all come within days of each other.
What happens next depends on what investigators and courts confirm. Further coverage of the continent is in our Africa section.
