Motorists in South Africa and Zimbabwe face different costs when licensing their vehicles, with Zimbabwean drivers also needing to account for vehicle radio licences and compulsory third-party insurance.
The difference becomes clearer when comparing the fees for a light passenger car, although the two countries use different licensing periods and requirements.
South Africa car licence disc fees
In South Africa, annual vehicle licence fees vary according to the province where a car is registered and its tare weight.
According to The South African’s 2026 licence renewal fee breakdown, motorists with vehicles weighing between 751kg and 1 000kg pay between R366 and R474 annually, depending on their province.
In Gauteng, the fee for this weight category is R456, while motorists in North West pay R366.
The licence disc must be renewed annually before it expires. Motorists who miss the deadline can face arrears and late licensing penalties after the applicable grace period.
Unlike Zimbabwe, South Africa does not generally require private motorists to purchase third-party vehicle insurance as a condition of obtaining a licence disc.
Zimbabwe car licence disc costs
In Zimbabwe, the Zimbabwe National Road Administration (ZINARA) charges US$40 (approximately R657) for a four-month vehicle licence for cars weighing up to 1 500kg, according to its published fee schedule.
However, motorists must also consider the private vehicle radio licence issued by the Zimbabwe Broadcasting Corporation (ZBC).
The broadcaster’s current tariff lists the private vehicle radio licence at US$28 (approximately R460) per four-month term.
Third-party insurance is another cost. A published insurance guide lists private vehicle cover from approximately US$35 (approximately R575), although the actual premium depends on the insurer and policy.
Using these figures, the estimated four-month total is US$103 (approximately R1 691): US$40 (R657) for the ZINARA licence, US$28 (R460) for the radio licence and US$35 (R575) for insurance.
At an exchange rate of approximately R16.42 to the US dollar on 20 October 2026, this works out to about R1 691.
The insurance figure is indicative, not a universal tariff, and motorists should obtain an up-to-date quotation before renewing.
South Africa vs Zimbabwe: What is the difference?
For a vehicle weighing between 751kg and 1 000kg in Gauteng, the annual South African licence fee is R456.
Zimbabwe’s estimated four-month licensing and related-cost package is approximately R1 691, including the illustrative insurance premium.
The Zimbabwean figure is therefore higher, but the comparison is not like-for-like: it covers four months and includes insurance and a radio licence, while the South African figure covers the annual licence disc alone.
The comparison shows why motorists should consider the full cost of keeping a vehicle legally on the road, rather than looking at the licence disc fee in isolation.
