DIICOT prosecutors once again placed the apartments constructed and owned by infamous developer Norids in Mamaia, on the Romanian Black Sea coast, under seizure, after the Bucharest Court of Appeal lifted the measure last week, according to a statement from the Prosecutor’s Office made public on Tuesday, October 20.
In total, prosecutors seized 155 apartments, 8 parking spaces, 4 commercial spaces, a basement and 2 storage units that are unfinished, as well as 14 plots of land, valued at EUR 12 million.
“The measure was taken as a continuation of the criminal investigation activities carried out in the case, in view of the extensions of the criminal investigation for the offense of fraud with particularly serious consequences ordered on October 10, 2025, and August 18, 2026, corresponding to 363 new criminal complaints filed by injured individuals or legal entities against the suspects and defendants, both individuals and legal entities, with total reported damages exceeding EUR 58 million,” the prosecutors said in a press release.
On October 15, 2026, the Bucharest Court of Appeal ruled in a final judgment to lift the precautionary seizure on Nordis apartments in Mamaia worth more than EUR 100 million. The court admitted only the appeals filed by Nordis Management and Nordis Mamaia and rejected the appeal of Nordis owner Vladimir Ciorbă, keeping the latter’s assets still frozen.
Background
In February 2025, Nordis owners Emanuel Poștoacă and Vladimir Ciorbă, the latter's wife, former PSD MP Laura Vicol, and others were detained by DIICOT on charges including forming an organized criminal group, embezzlement, money laundering, tax evasion, and fraud. They allegedly collected EUR 195 million from Nordis clients, people who wanted to buy apartments in residential complexes developed by Nordis and paid in advance, and embezzled more than EUR 70 million.
The arrests were later overturned by the Romanian High Court.
In August, the Bucharest Court of Appeal lifted almost EUR 90 million in asset seizures imposed by prosecutors on real estate assets, as well as on the accounts and shares held by Nordis owners Vladimir Ciorbă, Florin Alexandru Poștoacă, legal director Camelia Bîndiu and the group's parent company, Nordis Management.
Around the same time, prosecutors expanded the investigation into Nordis. After hundreds of new complaints were filed against Nordis, prosecutors reinstated the seizure measures on Nordis apartments worth more than EUR 64 million. The seizure was confirmed by the court on November 14, 2025.
So far, approximately 700 criminal complaints have been filed in the Nordis case, involving 850 people who have victim status in the case, while the total damages calculated by prosecutors amount to EUR 75 million. The properties concerned are ones that prosecutors allege were sold but never built or delivered.
