The US government has gone after the companies behind the man, not just the man. On October 19, 2026, the US State Department announced sanctions against five Chinese entities linked to Linwei Ding, the former Google software engineer convicted of stealing the company’s AI trade secrets.
Ding already has a conviction and a prison sentence. Now Washington is targeting the network that allegedly profited from what he took.
What the sanctions actually do
The designations were made under the Protecting American Intellectual Property Act, known as PAIPA. They followed what the research describes as an extensive investigation by the Department of Justice and the FBI.
US officials allege that the five entities benefited from Ding’s theft of thousands of confidential Google documents. The US position is that these companies were part of an attempt to build out China’s supercomputing infrastructure using stolen technology.
The practical effect is twofold. Any US assets held by the targeted companies are frozen, and US financial dealings with them are now restricted.
The sanctions include provisions for limited operational wind-down licenses, which give affected parties a narrow window to unwind existing arrangements rather than slamming every door at once.
How Ding got here
The stolen material was not a few stray slides from a team meeting. According to the research, the documents ran to thousands of pages detailing Google’s Tensor Processing Unit systems and the supercomputing architecture it uses for AI training.
Ding, who is originally from China, drew on his time at Google to found Zhisuan in 2023. The startup’s stated goal was to replicate Google’s AI capabilities for the Chinese market.
Zhisuan’s seed money came from MiraclePlus, a Beijing-based venture capital firm that is connected to the sanctions.
A US jury convicted Ding on January 29, 2026, of seven counts of theft of trade secrets. In September 2026, he was sentenced to nearly one year in prison.
The MiraclePlus question
MiraclePlus is the most interesting name in the story. The firm positions itself as a talent accelerator and has drawn comparisons to Silicon Valley’s Y Combinator.
The research notes that MiraclePlus is under scrutiny for its financial backing of Zhisuan.
What this means
The research suggests the sanctions may bring heightened scrutiny to investment in Chinese tech startups operating in AI and supercomputing fields.
According to the research, the sanctions could slow Chinese investment in AI if firms grow wary of startups that might attract similar designations.
For tech companies more broadly, firms may need to strengthen how they vet founders, technology origins, and funding sources to avoid being linked to illicit activity.
What to watch next is whether PAIPA becomes a regular tool or remains a one-off. If the State Department uses it repeatedly against companies linked to trade secret cases, venture firms on both sides of the Pacific will have to price that risk into every early-stage AI deal.
