Police have detained Md Ahad Hossain, a former councillor and panel mayor of Bhola Sadar municipality, from the capital's Mohammadpur area.
He was detained from Iqbal Road in Mohammadpur today (25 October), said Jewel Rana, additional deputy commissioner of the Dhaka Metropolitan Police's Tejgaon Division.
He said Mohammadpur police detained Ahad, 38, during a drive based on a tip-off.
According to preliminary information, Ahad is the general secretary of Ward 4 of the Bhola Sadar municipality unit of the Awami League, whose activities are currently banned.
Police suspect that he had been staying in Mohammadpur while maintaining contact with central Awami League leaders by phone to organise party processions and create unrest in Dhaka.
Further legal action against Ahad is under way, Jewel Rana said.
