Dominican Troops on Haiti Border Top 10,000

DOMINICAN REPUBLIC · SECURITY

Dominican troops on Haiti border number more than 10,000, the government said on Thursday 22 October 2026. Minister of the Presidency José Ignacio Paliza said more resources will follow if the Haitian crisis requires them.

For US readers the border matters because the Dominican Republic is a major Caribbean destination for American tourists, retirees and investors. Haiti, a Caribbean country close to US shores, also feeds the migration debate that American voters know well.

The Defence Ministry said the same day that the frontier stays open and trade continues as normal. Both statements came as a search for four missing Salvadoran troops unfolded in Haiti, and the ministry says surveillance is reinforced at strategic points.

What Officials Said About Dominican Troops on Haiti Border

Antena 7 and El Día, two Santo Domingo outlets, report that Paliza described the deployment as watching about 300 km of frontier. He said the clashes in Haiti have so far caused no incident that threatens Dominican national security.

“Any additional element that is needed in the coming days, weeks and months, the Dominican government will implement it to protect our integrity,” Paliza said, in El Día’s account. He defended the border fence, the surveillance equipment and the incentives paid to soldiers serving in the area.

Paliza said official projections foresee almost 80 km of border wall finished by the end of 2027. He also urged the international community to deploy all the troops it has promised to the Gang Suppression Force in Haiti.

He credited President Luis Abinader with pressing the issue during a recent visit to the Vatican and in a speech to the United Nations. He said the president has kept that stance despite criticism at home.

Defence Ministry Rules Out Closing the Border

Defence Minister Lieutenant General Carlos Antonio Fernández Onofre met the army, navy and air force commanders and intelligence chiefs on Thursday 22 October. The Presidency’s account says the heads of Cesfront, the specialised land border security corps, and of the ministry’s C5i command and intelligence centre also attended.

The meeting concluded that current conditions on the Dominican side do not justify extraordinary measures. No closure is planned, and commercial, social and daily activity will continue as normal.

The Armed Forces will keep monitoring events in Haiti and take preventive and proportionate steps if they become necessary. Diario Libre adds that attention centres on strategic border points close to the Haitian clashes.

Why Fighting in Haiti Is Close to the Frontier

On Sunday 18 October armed men attacked an armoured vehicle of the Gang Suppression Force in Croix-des-Bouquets, north-east of Port-au-Prince, and four Salvadoran aviation technicians went missing. Antena 7 says an explosive was used, and President Nayib Bukele of El Salvador says the men may be held by Haitian gangs.

The Gang Suppression Force is an international mission backed by the United Nations that supports Haiti’s police against armed groups. Diario Libre says Haitian forces and international personnel began operations against the 400 Mawozo gang on Wednesday 21 October.

CBC News reported that 400 Mawozo was blamed for the October 2021 kidnapping of 17 missionaries, 16 of them Americans and one Canadian. Antena 7 says the search area lies near National Route 8, about 45 km from Jimaní.

N Digital reported on Friday 23 October, citing The Wall Street Journal, that El Salvador first seeks talks with the gangs and has had no reply. It added that no ransom demand has been made public.

Trade and Transport Along the Frontier

The National Federation of Dominican Transport, known as Fenatrado, advised Dominican truckers not to enter Haiti. It proposed that goods be handed over at the border so Haitian carriers can take them to their destinations, Antena 7 reports.

The Defence Ministry says normal commercial activity continues in the border area. Together the two positions point to trade carrying on, with cargo changing hands at the frontier.

Political Reaction in Santo Domingo

El Día reports that opposition legislators consider the measures insufficient. Selinée Méndez of Fuerza del Pueblo, an opposition party, urged the country to stay alert and questioned official promises on irregular migration.

Nelson Saulo Vega of the PLD, the Dominican Liberation Party, said the government’s border rhetoric clashes with the presence of irregular Haitian migrants. He asked for a stronger government presence in the border zone and less propaganda.

What It Means for You

Travellers will find no announced change for visitors, because neither the Presidency nor the Defence Ministry mentioned tourism in the statements reviewed. The border sits in the west, while the main resort coasts lie in the north and east, so check your government’s travel advice before any trip near the frontier.

Traders with cargo for Haiti face the sharper change, because trucking advice now stops at the border. Our guide Dominican Republic Security and Crime Explained 2026 covers the wider picture, and our Santo Domingo expat city guide covers daily life in the capital.

Haiti’s crisis already feeds the migration debate in the United States, and any flow of displaced Haitians toward the Dominican frontier would add to it. No source reviewed reports such a flow so far.

Earlier we reported Haiti Gang Operation Alarms Dominican Border and Dominican Army Detains 12,556 Haitians. For the missing soldiers, see El Salvador Haiti Rescue Bid for 4 Troops.

What Is Not Known

The sources do not say whether the 10,000 figure is a new surge or the standing deployment, and no extra units were announced. Paliza spoke of additional resources only if the crisis requires them.

The whereabouts of the four Salvadorans are unknown, and no group has been officially confirmed as holding them. It is also unknown how long the Haitian operations will last or whether the fighting will move toward the frontier.

We could not open the Presidency’s text of Paliza’s remarks, so his words rest on Antena 7 and El Día, which agree on the main figures. The troop total is not broken down by branch or by border sector in any statement reviewed.
