Belize has the smallest population and economy in Central America’s integration system, yet it sits in two regional clubs and recognises Taiwan. Here is its weight, its alliances and its border case as of October 2026.
The Belize continent answer is North America, since Belize lies on the Caribbean coast of Central America. Politically, this country of 418,982 people belongs to Latin America and to the Caribbean at the same time.
That double identity shapes how Belize trades, votes and defends its borders against a Guatemalan claim heading to the world court. For US readers, Belize matters as a dollar-pegged neighbour, a Taiwan ally and a partner on migration.
The Belize Continent Question, Answered
Belize covers 22,966 square kilometres, about 8,867 square miles, with Mexico to the north and Guatemala to the west and south. Geographers usually count Central America as part of North America, though many Latin American schools teach one American continent.
Statistically, the World Bank and ECLAC, the UN’s regional commission, group Belize with Latin America and the Caribbean. It became independent from Britain on 21 September 1981 and remains a Commonwealth realm, with the British monarch as head of state.
That mixed heritage explains why Belize sits in Central American and Caribbean bodies at once. For a full country profile, see Belize Explained, and for its borders, the guide to Belize and its neighbours in Central America.
Belize’s Weight in Population and Economy
Belize has the smallest population of any country on the mainland of the Americas, World Bank data show. The Statistical Institute of Belize (SIB), the national statistics office, estimates 418,982 residents in mid-2026, up from 397,483 at the 2022 census.
The World Bank counted 422,924 people for 2025, about 0.06% of the 666.6 million in Latin America and the Caribbean. Put another way, roughly one in every 1,600 people in the region lives in Belize.
The economy is just as small. SIB puts nominal output at 6.67 billion Belize dollars (about US$3.33 billion) in 2025, in line with the World Bank’s US$3.33 billion.
That equals about 0.04% of the region’s US$7.40 trillion in output that year. Output per person was US$7,865 in 2025, below the regional average of US$11,095, World Bank data show.
Real growth reached 2.9% in 2025, SIB figures show, before slowing to 1.4% year on year in the second quarter of 2026. Inflation hit 4.4% in August 2026, as the latest report on Belize’s economy explains.
Tourism gives Belize more weight than its size suggests. The Belize Tourism Board’s preliminary figures put 2025 overnight visitors at 551,698, about 1.3 for every resident.
The Belize dollar has been pegged at two to US$1 since 11 May 1976, the Central Bank of Belize notes. Conversions here use that rate, which open.er-api.com also showed on 15 October 2026.
Government debt fell to 61.1% of output in 2024 from 103.3% in 2020, the International Monetary Fund (IMF) said in September 2025. Its directors backed a goal of bringing the ratio below 50%.

SICA and CARICOM, Belize’s Two Regional Clubs
Belize is the only full member of both the Central American Integration System (SICA) and the Caribbean Community (CARICOM). SICA groups eight states from Belize to Panama plus the Dominican Republic, while CARICOM has 15 full members.
Belize joined CARICOM on 1 May 1974, seven years before independence, the CARICOM Secretariat records. Belize holds SICA’s rotating pro tempore presidency from July to December 2026, its cabinet said in June.
The cabinet said Belize would add migration, energy, cooperation and disaster risk to SICA’s five priority pillars. Belize also took the chair of COSEFIN, the council of Central American finance ministers, for the first time in July 2026.
Lina Ajoy, a Costa Rican diplomat, is SICA’s secretary-general for 2026 to 2030, the Belizean foreign ministry noted in June. Prime Minister John Briceño said in August that Belize would deepen Central American ties while keeping its Caribbean identity.
Trade shows why both clubs matter. In 2025, CARICOM states bought 23.0% of Belize’s domestic exports, against 5.2% for Central American countries including Panama and Costa Rica.
Imports flow the other way, with Central America supplying 11.9% of Belize’s goods and CARICOM only 2.6%. Those shares come from the SIB’s annual trade tables for 2025.
CARICOM also frames Belize’s response to hard cases. After military operations removed Venezuela’s president on Saturday, 3 January 2026, Belize aligned itself with a statement by CARICOM’s leadership.
In July 2026, Belize joined eight other CARICOM members in sending relief to Venezuela after deadly earthquakes. Guyana coordinated the shipment, which reached the port of La Guaira on 12 July.
CELAC, the OAS and the Blocs Belize Stays Out Of
Belize also belongs to the Community of Latin American and Caribbean States (CELAC), a forum of 33 countries. CELAC leaves out the United States and Canada, and Prime Minister Briceño attended its sixth summit in Mexico City in 2021.
Belize has been a member of the Organization of American States (OAS) since 8 January 1991, OAS records show. The OAS, which includes the United States, has kept an office in the Belize-Guatemala Adjacency Zone since July 2003.
The zone lies along the informal line that divides the two countries until the court rules. On Monday, 5 October 2026, Belize’s National Security Council decided to ask the OAS to investigate a Guatemalan military flight over Belize.
Belize’s foreign ministry lists neither Mercosur, the South American trade bloc, nor the Andean Community among its regional organisations. The Andean Community groups Bolivia, Colombia, Ecuador and Peru, according to its secretariat.
The ministry instead lists the Association of Caribbean States, the Caribbean Development Bank and CABEI, Central America’s development bank. Belize also held the rotating presidency of the Mesoamerica Project, a regional development scheme, in 2024.
The Guatemala Claim Before the World Court
Guatemala claims land, islands and sea areas that Belize governs, a dispute older than Belizean independence. Belize says the Sarstoon River in the south marks the border under an 1859 treaty between Britain and Guatemala.
On 8 December 2008, the two governments signed a Special Agreement to send the claim to the International Court of Justice (ICJ). Voters approved the step in referendums in Guatemala on 15 April 2018 and in Belize on 8 May 2019.
The ICJ, the UN’s top court in The Hague, announced in June 2019 that it had been seised of the case. Belize filed its final written pleading, the Rejoinder, on 7 June 2023, ending the written phase.
In September 2026, Guatemala’s foreign ministry announced oral hearings from Monday, 22 February 2027, to Friday, 26 February 2027. Guatemala’s state news agency, AGN, reported the announcement, and Prime Minister Briceño gave the same dates in a national address.
A second case concerns the Sapodilla Cayes, small islands in the Gulf of Honduras that Honduras also claims. Belize filed it on 16 November 2022, and the court let Guatemala join as a non-party on 19 March 2026.
Guatemala’s role is limited to sovereignty over the cays and fishing rights around them, Belize’s foreign ministry said. Guatemala’s foreign ministry and Honduran media give 1 to 5 March 2027 for the hearings.
Tension on the ground has risen ahead of the hearings. On Thursday, 10 September 2026, about 18 Guatemalan military and civilian vessels obstructed Belizean volunteers near Sarstoon Island.
Belize’s foreign ministry protested in the strongest terms, notified the OAS and sought talks between Briceño and Guatemala’s President Bernardo Arévalo. On Thursday, 24 September 2026, a Guatemalan military aircraft spent about 70 minutes in Belizean airspace, Belize’s cabinet said.
Belize says it has full confidence in the ICJ as the route to a final settlement. More detail on the airspace dispute is in the report on the Guatemalan military flight Belize tracked.

Allies and Partners, From Washington to Taipei
The United States is Belize’s biggest supplier by far, SIB data show. In 2025 it provided 42.5% of goods imports worth 2.91 billion Belize dollars (about US$1.46 billion), and China 17.9%.
On exports, Britain and the United States each took about a quarter of Belize’s US$242.5 million in 2025. Sugar, much of it sold to Britain, made up 37.6% of domestic exports that year.
Migration ties Belize closer to Washington. Under a Safe Third Country Agreement signed on 20 October 2025, Washington can transfer some asylum seekers to Belize.
The first eight people arrived in July 2026, the foreign ministry said. Belize keeps a veto over each transfer, and the deal runs for two years unless either side ends it.
Washington’s new ambassador, Rudolph Andreas Bauer, presented his credentials to Governor-General Froyla Tzalam on 7 September 2026. The governor-general represents the British monarch, who remains Belize’s head of state.
Britain remains a security partner more than four decades after independence. The British Army calls its Belize unit, based at Price Barracks, its largest training base in the Caribbean.
Soldiers train there in jungle warfare, and the unit employs more than 100 local civilians. It shares Price Barracks with the Belize Defence Force, the country’s army.
Belize is one of 12 countries that recognise Taiwan, seven of them in Latin America and the Caribbean, Taiwan’s foreign ministry lists. The others in the region are Guatemala, Haiti, Paraguay, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.
On Monday, 12 October 2026, China’s foreign ministry imposed countermeasures on Foreign Minister Francis Fonseca over Belize’s ties with Taiwan. The decree freezes any of his assets in China, bans dealings with him and denies him entry, including Hong Kong and Macau.
Belize’s foreign ministry rejected the measures, saying the tie with Taiwan was a sovereign decision and foreign policy would not change. China took the same steps that day against Paraguay’s technology minister, whose country also recognises Taiwan.
Belize and Taiwan signed a project for women and young people in small business in August 2026, the foreign ministry said. A September report covers Taiwan’s wider ties with Belize and its other allies.
China still sells Belize far more than it buys, about US$260 million of goods in 2025. Belize’s exports to China, including re-exports, were worth less than US$1 million that year.
Closer to home, Belize signed a partial trade deal with El Salvador on 13 August 2026, adding to arrangements with Guatemala. On 24 August, Briceño raised a possible trade agreement with Honduras’s President Nasry Asfura in Tegucigalpa.
Mexico, the northern neighbour, supplied 9.1% of Belize’s imports in 2025. In the Caribbean, Belize and Guyana signed memorandums on defence, security, education and tourism in early 2026.

How Belize Compares With Its Peers
Among SICA’s eight members, Belize has both the smallest population and the smallest economy, World Bank data for 2025 show. Guatemala’s economy is about 37 times larger, and its population about 44 times larger.
Belize is richer per person than four SICA neighbours, however. Its US$7,865 per person tops Guatemala, El Salvador, Honduras and Nicaragua, where figures range from US$6,598 down to US$3,173.
Costa Rica, Panama and the Dominican Republic remain well ahead, at about US$11,000 to US$20,000 per person. Mexico produced US$1.83 trillion in 2025, about 550 times Belize’s output.
In CARICOM, Belize is mid-sized. The Bahamas has a similar population, 403,033 in 2025, but its economy of US$15.8 billion in 2024 was nearly five times Belize’s.
Suriname, with 639,850 people, has a similar income level to Belize, at US$7,070 per person. Guyana, with 835,986 people, now produces US$32,414 per person after its offshore oil boom.
Jamaica, with 2.84 million people, produces about US$8,003 per person, close to Belize’s level. Barbados is smaller, at 282,623 people, but far richer, at US$28,365 per person.
Small size pushes Belize to work through coalitions, courts and shared rules. Osmond Martinez, now minister of economic transformation, said in July 2026 that leadership “is not measured by the size of an economy.”
What It Means for US Readers
For US travellers, retirees and investors, the peg keeps prices simple, since it sets two Belize dollars to US$1. The United States also supplied 42.5% of Belize’s imported goods in 2025, so US prices and policy reach Belizean shelves quickly.
Investors in land, tourism and fisheries in southern Belize should follow the ICJ cases closely. The rulings will decide sovereignty over contested land, islands and sea areas, including the Sapodilla Cayes and nearby fishing grounds.
The Taiwan link matters for US policy in the region. Belize is one of seven Taiwan allies in the Americas, and China’s move against its foreign minister shows the rivalry’s reach.
On migration, the Safe Third Country Agreement makes Belize part of US asylum policy. The deal includes a cap on transfers and a Belizean veto, and eight people had arrived by the end of July 2026.

What Is Not Known
The ICJ had not posted its own notice of the 2027 hearings on its website by 15 October 2026. The dates given here come from Guatemala’s foreign ministry, Belize’s prime minister and Honduran media.
Nobody knows when the court will rule after the hearings, or where it will draw the lines. It is unclear whether Fonseca has any assets in China, so the decree’s practical effect is uncertain.
This guide uses the IMF’s September 2025 review, the latest found, so the Fund’s debt figure refers to 2024. It is also unclear how many people will be transferred under the asylum deal after its first eight cases.
