NNPC’s N66 petrol discount offers no relief as transport costs squeeze drivers

Nigeria’s N66 per litre petrol discount for commercial transport operators has done little to ease pressure on drivers’ earnings or commuter fares, as rising vehicle maintenance costs, daily remittances, union levies and barriers to accessing the scheme erode the savings.

The Nigerian National Petroleum Company Limited launched the discount on October 1st to soften the impact of higher fuel prices on commercial operators and vulnerable households. It was due to end on October 14th but has been extended to October 31st.

Eligible customers pay N1,350 a litre at participating NNPC outlets, but only if they use the company’s mobile app and digital payment.

Experts and transporters interviewed by BusinessDay said the saving is too small, and the process too cumbersome, to make any difference.

Felix Okoro drives a commercial bus on the Obalende-Golden Gate route in Lagos. He said fuel is only one of the costs he carries.

“I operate my bus under a hire-purchase arrangement, which I remit every day. Levies and vehicle maintenance also take a large part of my profit,” Okoro said.

Olayemi Dickson, a transport and logistics expert, said cheaper fuel lowers immediate costs but leaves the bigger picture unchanged.

“Factors such as vehicle maintenance, spare parts procurement, levies, and financing significantly contribute to the overall financial burden faced by transport operators,” he said.

The discount follows a steep climb in pump prices since Nigeria removed its fuel subsidy in 2023. National Bureau of Statistics data show the average retail price of petrol rose from N238 a litre in May 2023 to N1,596 in May 2026, more than a sixfold increase.

Against that backdrop, N66 is a small reprieve. Drivers who burn large volumes every day can build up meaningful savings, but they remain exposed to repair costs, financing obligations and levies.

“When you are paying over N1,300 for a litre of petrol, a N66 margin cut does not fundamentally alter your economic reality. It is a minor adjustment, not a structural shift because the perceived reward is so marginal compared to the overall financial burden,” said Funsho Beckley, lead consultant at RayFire Consult.

Maintenance is another pressure point. Many spare parts are imported and priced in line with exchange rates and global supply costs.

Nigeria imported vehicle spare parts and accessories worth N722.5 million in the first half of 2026, according to the statistics bureau’s foreign trade report.

Drivers on daily remittance deals must pay fixed sums regardless of their passenger numbers or takings. Repairs and levies take a further cut once the fuel bill is settled. Another commercial driver interviewed by BusinessDay said the discount had made little difference to his day because other expenses kept eroding his earnings.

The rules for claiming the discount have also narrowed its reach, according to transporters who spoke to BusinessDay. Drivers without a compatible smartphone, dependable internet access or familiarity with electronic payments could be shut out. Those who qualify may have to travel to a participating outlet, spending time and fuel that cut into the savings.

Beckley described the problem as friction between the incentive and the process needed to claim it.

“What we are witnessing in Lagos right now is not the seamless flow of a perfectly executed policy, but it is also not a failure of infrastructure. It is a standoff dictated by friction,” he said.

It is unclear how many drivers can realistically benefit from a scheme meant to support the sector.

Fares hold firm

The government expects lower fuel costs to help operators moderate fares and ease living costs. Cheaper petrol does not automatically mean cheaper rides. Fares also reflect vehicle financing, maintenance, spare parts, levies and passenger demand.

Drivers may use their savings to cover expenses that have piled up rather than cut prices, especially when the discount is a small share of total operating costs.

Beckley said public transport unions in Lagos have largely refused to cut commuter fares, which limits how much of the saving reaches passengers. High fares raise the cost of getting to work, school and markets, and of moving goods. Households and businesses may keep facing transport-related pressure despite the temporary discount.

The scheme’s short life adds to the uncertainty. The extension to October 31st gives temporary support, but drivers could be squeezed again if it ends while pump prices and other costs remain high.

The discount comes as unrest in the Middle East unsettles global energy markets and pushes up crude and refined product prices.

Higher crude costs can raise the price of imported refined products and influence pump prices. The final effect also depends on exchange rates, refining costs, and distribution expenses. Nigeria’s deregulated market leaves domestic prices exposed to these swings.

Under the government’s price modulation approach, refineries and importers would absorb costs above the N1,350 ceiling and recover the shortfall later. The mechanism and timing for that recovery need clarifying. The arrangement is meant to temper price spikes without bringing back a conventional subsidy. Deferred recovery could still create future financial obligations or renewed price pressure, depending on how the policy is carried out.

Dickson said the intervention would work better with closer coordination between operators and unions, including periodic fare reviews when fuel costs change. He also called for targeted help with vehicle maintenance and spare parts, arguing that lower costs there would ease the wider burden on drivers.
