Rubio Says War Is About Donbas, Requires Diplomatic Compromise

US Secretary of State Marco Rubio stated that the war between Russia and Ukraine is centered on the Donbas region, arguing that the conflict cannot be resolved militarily and will require mutual concessions at the negotiating table.

Speaking during a press conference on Thursday, Oct. 22, Rubio responded to questions regarding realistic diplomatic avenues to end the conflict following statements by Russian President Vladimir Putin expressing conditional openness to a tripartite summit involving the US, Ukraine, and Russia.

Rubio characterized the conflict as an impasse over a specific territorial area, asserting that Moscow has failed to capture the region by force while Kyiv legitimately refuses to surrender sovereign territory.

“People keep talking about it’s a war in Ukraine. That war is about Donbas. It’s about one region of the country,” Rubio said.

“At its core, it’s about 11 percent of one part of that country that Russia wants and cannot take militarily and that Ukraine is unwilling to give up. And they have good reasons why they don’t want to do that – for sovereignty and their own security long term.”

Calls for reciprocal concessions and mediation

The secretary of state emphasized that US President Donald Trump has dedicated extensive administrative resources toward bridging the diplomatic gap between Kyiv and Moscow, noting that administration officials are working continuously to identify viable frameworks for negotiations.

Zelensky Ready to Freeze Front Line to Halt War, Rejects Land Cession

President Volodymyr Zelensky said Ukraine is ready to freeze the front line to end the war, while refusing to recognize occupied areas as Russian.

Rubio maintained that an outright battlefield victory remains unachievable for either belligerent, insisting that an armistice must be brokered through diplomacy.

“And so the question is whether there’s some accommodation, that both sides will have to make some concessions in order to bring an end to the war,” Rubio explained.

“This war is not going to be solved militarily. This war is only going to end diplomatically. And the question is: Can you arrive at an outcome in which both sides receive something of benefit but also give concessions and bring this to an end?”

Acknowledging the logistical and political hurdles confronting prospective negotiations, Rubio stressed that direct consultations between the warring parties remain the sole avenue to test diplomatic solutions, positioning Washington as a neutral mediator.

“As hard as it is, it is impossible to do unless both sides are at the table talking, and we’re happy to play the mediating role in that regard,” Rubio stated.

“So that’s really what we’re trying to do – not claiming that just getting them in the room is going to solve this problem, but we have no chance to solve it if we can’t get them in the room.”

Divergent perspectives on sovereignty and frontlines

Rubio’s characterization of the conflict arrives as President Volodymyr Zelensky articulated Kyiv’s red lines regarding prospective peace frameworks.

In an interview with ABC News, Zelensky rejected proposals requiring territorial cessions, clarifying the exact proportion of Ukrainian sovereign territory currently under Russian occupation.

When asked whether Ukraine would consider relinquishing 25 percent of its sovereign territory to halt hostilities, Zelensky clarified that Russian forces currently occupy 19.3 percent of the country. He explained that reaching 25 percent would necessitate surrendering the entirety of the Donbas, an outcome Kyiv firmly rejects.

“When someone speaks about 25 percent, it implies that we would have to surrender the entire Donbas, and only then would the Russians control 25 percent. Right now, they control 19.3 percent,” Zelensky said.

While Zelensky affirmed that Ukraine remains open to freezing active combat operations along the existing line of contact to halt casualties, he stressed that Kyiv will never extend legal recognition to occupied lands as Russian sovereign territory.

Prospective summitry

Rubio’s remarks also coincide with ongoing efforts by US special envoys Steve Witkoff and Jared Kushner to organize leader-level summitry.

US envoys have explored prospective host locations for tripartite consultations between Trump, Zelensky, and Putin, with potential venues including the United Arab Emirates, Saudi Arabia, or European host nations.

Witkoff traveled to Russia earlier in the week to assess the Kremlin’s willingness to engage in structured talks, while European leaders have debated designating a European envoy, such as Finnish President Alexander Stubb, to ensure continental security priorities are represented.
