The Financial Stability Board has a message for the G20: nobody actually knows how a major stablecoin would behave if it hit serious trouble.
On October 12, 2026, the global watchdog published a note warning that crisis-management frameworks for global stablecoin arrangements remain largely untested under severe stress or insolvency. The note, titled ‘Global stablecoin arrangements: Cross-border vulnerabilities and financial stability monitoring,’ landed alongside a letter from FSB Chair Andrew Bailey addressed to G20 finance ministers and central bank governors.
What the FSB actually flagged
The core problem is structural. Global stablecoins operate across borders and across sectors, but the rules meant to oversee them mostly stop at national lines.
The FSB found significant gaps in existing regulatory, supervisory, and crisis-management frameworks. Those gaps raise questions about how these arrangements would hold up if things went badly wrong.

The watchdog singled out one design in particular: multi-issuer structures. In these setups, affiliated entities issue the same token, but each keeps its reserves in a different jurisdiction. The FSB named Circle’s USDC and Paxos Global Dollar as examples of multi-issuance arrangements.
Redemption pressure could pile onto a single issuer even when reserves are scattered across several entities. If one issuer struggles to meet redemptions, confidence in the shared token could wobble for everyone holding it.
Where stablecoins are actually being used
Despite years of talk about stablecoins remaking payments, most usage is still confined to crypto markets. The other major use case is as a store of value in emerging market and developing economies, which the FSB refers to as EMDEs. Integration into the real economy as a payment system remains minimal.
The stablecoin market was valued at approximately $300 billion as of mid-2026, with 99% of it pegged to the US dollar.
A regulatory map with a lot of blank spaces
The FSB has been here before. Its 2023 recommendations laid out how jurisdictions should regulate global stablecoin arrangements. A 2025 FSB survey found that only 11 of 28 jurisdictions had completed stablecoin regulatory frameworks.
The FSB’s prescription has three parts. It wants better cross-border data sharing between authorities, full adoption of its 2023 recommendations, and more research into how to plan for stablecoin distress.
What this means for issuers, investors, and regulators
For multi-issuer stablecoins, the FSB note is an unwelcome spotlight. Naming USDC and Paxos Global Dollar does not accuse either of wrongdoing, but it places their structures squarely in the conversation about cross-border fragility.
With 99% of stablecoins pegged to the US dollar, authorities outside the US must manage tokens tied to a currency they do not control, issued by entities they may not supervise directly. That is precisely why the FSB is pushing information sharing: a regulator cannot manage a crisis in an asset whose reserves sit in a jurisdiction it has no visibility into.
