MONROVIA — Liberian health authorities are stepping up preparedness measures against Ebola following the confirmation of a case in Nigeria, ordering health facilities, border entry points, public buildings and other institutions nationwide to strengthen screening and immediately enforce infection prevention and control protocols.
By Gerald C. Koinyeneh
The latest measures come a day after the National Public Health Institute of Liberia (NPHIL) assessed preparedness at Roberts International Airport (RIA), as concerns grew over reports of eight new Ebola cases in Kenya and the potential for the disease to spread across borders.
The developments have prompted authorities to intensify efforts to strengthen surveillance, review emergency response arrangements and ensure that frontline institutions are prepared to identify and respond to suspected cases.
A senior Liberian health official told FrontPage Africa on Wednesday that health authorities were convening an emergency meeting to assess the country’s readiness and coordinate the next steps in the national response.
“We are convening a situation meeting … to start with our office before we first move to inform the various ports to prepare for the national response,” the official said. “We agree to convene … to plan for the eventuality, as NPHIL will obviously step up.”
NPHIL, which leads Liberia’s public health surveillance and outbreak response, is expected to play a central role in coordinating preparedness activities alongside the Ministry of Health and other relevant institutions.
The Ministry of Health has also issued a circular directing institutions across the country to immediately strengthen infection prevention and control measures.
NPHIL Assesses RIA Preparedness
Before Nigeria confirmed its Ebola case on Tuesday, October 20, NPHIL Interim Director General Dr. Sia Wata Camanor toured Roberts International Airport to assess the country’s preparedness to prevent and respond to a potential Ebola threat.
According to a release from NPHIL, the assessment focused on screening measures, infection prevention and control protocols, emergency response arrangements and other public health safeguards at the airport.
The visit formed part of the institute’s ongoing efforts, in collaboration with the Ministry of Health and relevant partners, to strengthen surveillance and ensure that Liberia can promptly detect and respond to public health emergencies.
During the tour, Camanor emphasized the importance of vigilance, effective coordination and strict adherence to established public health protocols at all points of entry.
NPHIL also urged travelers, airport authorities and the general public to remain alert and follow official public health guidance as Liberia strengthens its preparedness measures.
The airport assessment took place against the backdrop of reports of additional Ebola cases in Kenya, raising concerns about the potential regional spread of the disease.
The subsequent confirmation of a case in Nigeria has added urgency to regional surveillance and preparedness efforts.
Nationwide IPC Measures Ordered
In its circular, the Ministry of Health directed all health facilities, border entry points, public buildings and other institutions to strengthen screening and strictly enforce infection prevention and control protocols with immediate effect.
The directive requires institutions to ensure that functional handwashing stations, supplied with soap and water, or appropriate hand sanitizers are available at entrances.

Facilities must also screen individuals for symptoms and relevant travel or exposure histories in accordance with national guidance.
The Ministry emphasized that temperature checks alone are insufficient, underscoring the need for a more comprehensive approach to screening.
Other priority measures include strict adherence to hand hygiene, the appropriate use of personal protective equipment, environmental cleaning and the safe disposal of waste.
The circular further directs health facilities to immediately separate suspected cases from other patients and report them to the relevant County Health Teams and NPHIL. Suspected cases must be referred safely through designated channels.
Authorities have also been instructed to ensure adequate supplies of infection prevention materials and refresher training for frontline personnel.
Facility heads, county health authorities, border officials and institutional managers are responsible for ensuring compliance and promptly reporting shortages or other gaps requiring support.
The Ministry has urged the public to remain vigilant, observe recommended preventive measures and cooperate with health authorities.
Members of the public seeking additional information can contact the Ministry of Health hotline at 5888 or the NPHIL hotline at 4455.
Nigeria Case Raises Regional Concerns
The preparedness measures follow the reported confirmation of a Bundibugyo Ebola case in Nigeria, where the patient is receiving treatment in isolation in Abuja, the country’s capital.
According to information provided by Nigerian authorities and international health agencies, the woman had recently traveled to the Democratic Republic of Congo and Uganda before developing symptoms in Nigeria.
The case was laboratory-confirmed on October 20, according to the information supplied for this report.
Nigerian authorities have initiated contact tracing to identify and monitor people who may have been exposed to the patient. The Nigeria Centre for Disease Control and Prevention has also activated its emergency response arrangements.
The World Health Organization has urged countries in the region to strengthen surveillance, laboratory readiness and screening at points of entry.
For Liberia, the developments underscore the importance of maintaining effective disease surveillance and ensuring that health authorities can quickly identify and respond to suspected cases.
However, the confirmation of a case in Nigeria does not, by itself, mean Ebola has spread to Liberia.
Challenges Posed by the Bundibugyo Strain
The Bundibugyo strain presents particular challenges because there is no licensed vaccine specifically approved for it.
The Ervebo vaccine, which has been used to control outbreaks caused by the Zaire ebolavirus, targets a different Ebola virus species and cannot be assumed to provide protection against the Bundibugyo strain.
In the absence of a specifically approved vaccine, early detection, isolation, contact tracing and strict infection prevention measures remain critical components of outbreak response.
Adequate protective equipment, trained personnel, and effective coordination among health institutions are also essential to protecting frontline workers and limiting potential transmission.
Liberia’s decision to reinforce preparedness measures reflects the importance of strengthening these safeguards before a potential emergency develops.
Lessons From Liberia’s Ebola Crisis
Liberia’s experience during the 2014–2016 West African Ebola epidemic remains a stark reminder of the consequences of delayed detection, inadequate infection prevention and weak emergency response capacity.
The epidemic devastated communities, overwhelmed health facilities and disrupted economic and social activities across Liberia, Guinea and Sierra Leone.
The current developments place renewed emphasis on the need to translate lessons from that crisis into practical preparedness measures.
The priorities include strengthening surveillance at airports and other points of entry, ensuring that frontline personnel can recognize and report suspected cases, maintaining adequate infection prevention supplies and improving coordination between national and county health authorities.
The effectiveness of the response will depend not only on the issuance of directives but also on their consistent implementation, the availability of resources and the timely communication of accurate information to the public.
With NPHIL having assessed preparedness at Roberts International Airport before Nigeria’s confirmation and the Ministry of Health now ordering nationwide enforcement of infection prevention protocols, Liberia’s immediate challenge is to ensure that preparedness measures are implemented consistently across the country.
Authorities said they will share further updates through official channels as the situation develops.
