The latest taste of freedom for Keith Theodore Constantin — a “high-risk offender” with a history of violence against women and children — barely lasted a week before the 48-year-old was taken back into custody for breaching his curfew conditions.
Durham Regional Police issued a warning to the public about the convicted sex offender’s release into the community on Oct. 11. He was arrested just eight days later.
When police issued the public alert the day before Constantin’s release, they said he had a “history of serious criminal convictions,” including sexual assault, sexual assault with a weapon, assault with a weapon, assault, robbery, possession of explosives, uttering threats and multiple violations of probation orders.
Police also warned that he posed “a significant risk to the community, especially children.”

Sexually assaulting boy, 7, and a blind woman
Constantin has previously been convicted of sexually assaulting a seven-year-old boy and a 45-year-old blind woman.

He has been released numerous times over the years, most recently in 2024 and 2025 to live in Oshawa, only to end up back in custody for breaching his court-ordered release conditions.
He was released from prison in 2014 after serving four years for sexual assault with a weapon. He was living in Hamilton until he broke curfew and told his managing officer he wanted to go back to jail.
The following year, residents of Schomberg, in York Region, voiced concerns when Constantin was released into their community.

Release included curfew from 7 p.m. to 7 a.m.
Constantin’s latest release came with strict conditions. Among other things, he was required to wear a GPS monitoring device and abide by a curfew from 7 p.m. to 7 a.m. He was also prohibited from associating or communicating with anyone under the age of 16 or engaging in any activities involving contact with anyone under that age. Other conditions barred him from owning or possessing any weapons, required him to abstain from the possession, purchase, or consumption of drugs and alcohol; and prohibited him from using the internet or other digital networks.
While police did not specify where in Durham Region Constantin was expected to live, they explained that the Offender Management Unit would monitor him.
Police now allege Constantin breached his court-imposed curfew conditions and took him into custody on Monday.
He was held for a bail hearing and remained in custody.
Anyone with information about Constantin is urged to call the Offender Management Unit at 1-888-579-1520, ext. 5357, or Crime Stoppers at 1-800-222-TIPS (8477).
