Guwahati: The National Investigation Agency (NIA) on Friday filed a chargesheet before its special court in Guwahati against three people in connection with the 2024 bomb-planting conspiracy in Assam. The accused are Sumu Gogoi, Bhargab Gogoi and Jahnu Baruah. The agency has also named ULFA-I chief Paresh Baruah and Aiseng Asom as absconding accused.
The case concerns a series of improvised explosive devices (IEDs) planted at various places in Assam in August 2024, around Independence Day. Police seized 11 of the devices that month, and the NIA said they were planted as part of a protest and Independence Day boycott call given by ULFA-I chief Paresh Baruah.
What Earlier Chargesheets Said
The NIA took over the case in September 2024, and its investigators concluded the IEDs were meant to cause deaths, injuries and destruction of property, and to threaten India's unity, integrity and sovereignty. The Assam Police had first registered the case at Dispur police station as a conspiracy by the banned outfit to wage war against the Government of India through multiple IED blasts across the state.
In June 2025, the NIA charged ULFA-I chief Paresh Baruah and two of its members, Abhijit Gogoi (also known as Aiseng Asom) and Jahnu Boruah, under the Bharatiya Nyaya Sanhita, the Unlawful Activities (Prevention) Act and the Explosive Substances Act. The agency said the three were linked to the IEDs the outfit planted at Dispur Last Gate in Guwahati, part of a wider conspiracy to trigger blasts across Assam and disrupt the Independence Day celebrations.
In January 2026, a supplementary chargesheet named Bhargab Gogoi and Sumu Gogoi, both residents of Dibrugarh district, who were arrested by the NIA in June 2025. The agency said the two had provided terror funds to Jahnu Boruah, who had confessed to planting four of the 11 IEDs seized.
