The Registration of Criminals and Undesirable Persons (Amendment) Bill 2026 has been tabled for first reading in the Dewan Rakyat, proposing a crime-free period framework.
KUALA LUMPUR: The Registration of Criminals and Undesirable Persons (Amendment) Bill 2026 was tabled for its first reading in the Dewan Rakyat today.
Deputy Home Minister Datuk Seri Dr Shamsul Anuar Nasarah said the Bill was scheduled to be tabled for its second and third readings during the current sitting.
According to the Bill published on Parliament’s portal, the proposed amendments seek to amend the Registration of Criminals and Undesirable Persons Act 1969 (Act 7), including to provide for the expiration of the registrable particulars of a person convicted of a registrable offence.
Clause 2 of the Bill seeks to amend Section 2 to introduce the definition of “crime-free period” for the purposes of the new provisions relating to the expiration of registrable particulars.
Clause 3 seeks to insert several new sections, including proposed Section 13a, which provides for the expiration of registrable particulars, including the eligibility requirements, applicable crime-free period and circumstances that render the particulars no longer eligible to expire.
The proposed new Section 13b provides for the effect of the expiration of the registrable particulars of a person convicted of a registrable offence.
“When the registrable particulars expire, the registrable particulars shall be deemed to no longer be registered in the register and as if the person had never been convicted of any registrable offence to which the registrable particulars relate.
“The proposed new Section 13b further provides that although the registrable particulars have expired, the particulars shall remain recorded in the register for record purposes by the Registrar,” the Bill stated.
In addition, the proposed new Section 13c provides that a person’s expired registrable particulars shall be reinstated if, during or after the expiry of a crime-free period, the person is convicted of any registrable offence specified in the First Schedule.
