The US government owns a lot of Bitcoin. Before it buys any more, it wants to make sure it knows exactly where all of it is.
On October 14, 2026, Patrick Witt, executive director of the President’s Council of Advisers on Digital Assets, said the White House is focused first on safeguarding and accounting for its existing Bitcoin. Adding to the Strategic Bitcoin Reserve comes later, if at all.
Anyone hoping Washington was about to start buying will have to keep waiting. Witt said no specific purchase strategies have been set. He also pointed to no imminent policy changes and no announced timelines.
Counting the coins before adding more
As of early October 2026, the government’s Bitcoin holdings were estimated at between 319,000 and 328,000 BTC.
At market prices of $82,000 to $83,000 per Bitcoin, that stash is worth approximately $26 to $28 billion.
The coins have also been on the move recently. More than $1 billion worth of Bitcoin was reportedly transferred in early October, with significant amounts landing in Coinbase Prime addresses.
The movements point to consolidated custody rather than liquidation. The coins are being gathered into institutional-grade storage, not lined up at the exit.
Most of the government’s Bitcoin came from forfeitures tied to the Silk Road and Bitfinex hack cases.
How the reserve got here
The Strategic Bitcoin Reserve was created by executive order on March 6, 2025. It is capitalized exclusively with forfeited Bitcoin, meaning the government has not spent money to fill it.
That order marked a real break from past practice. For years, the government auctioned off seized Bitcoin. The current policy replaces that with strategic holding, and the deposited Bitcoin is not supposed to be sold.
There is also a fiscal constraint baked into the plan. Any acquisition strategy must remain budget-neutral, and no new costs to taxpayers are allowed.
So far, no budget-neutral acquisition approach has moved past the discussion stage. No purchases have occurred, and none have been spelled out in detail.
What this means for the market
For traders, the near-term read is fairly simple. The government is neither buying nor selling right now, which removes a potential source of sudden supply or demand shocks.
A holder sitting on an estimated 319,000 to 328,000 BTC that commits to not selling takes one large overhang off the table.
The flip side is that the buy-side narrative stays on ice. Some market participants had framed the reserve as a future source of steady government demand. Witt’s comments push that scenario further into the undefined future.
The key things to watch now are concrete. First, whether the administration publishes a formal accounting of its holdings, which would replace estimates with official figures.
Second, further on-chain movements from government addresses. Consolidation into custody fits the current story; anything that looks like transfers to sale venues would contradict it.
Third, any progress on a budget-neutral acquisition plan. Until one advances beyond discussion, the Strategic Bitcoin Reserve remains a holding operation for seized coins rather than an active buyer.
