Political fireworks as Anutin’s no-confidence debate is delayed by bitter row over speaking time. Opposition MPs demand five days to grill 18 ministers, while the DSI traces online gambling transfers and a minister clashes with a former Democrat MP.
Prime Minister Anutin Charnvirakul faces a political showdown after bitter negotiations derailed a no-confidence debate targeting 18 ministers. House Speaker Sophon Saram intervened as the People’s Party and Democrats accused the Cabinet of obstructing parliamentary scrutiny. Meanwhile, scandals involving Senate selection, examination fraud and political influence threaten further damage. Separately, investigators are tracing online gambling and cryptocurrency transactions linked to prominent political families. Deputy Prime Minister Phiphat Ratchakitprakarn is also locked in a fierce public row with former Democrat MP Sirichok Sopha. Backed by 145 MPs, the no-confidence motion remains unresolved, with November delays now looming.
Prime Minister Anutin Charnvirakul faces mounting parliamentary pressure after Thailand’s no-confidence debate was postponed following bitter negotiations over speaking time. House of Representatives Speaker Sophon Saram has removed the proceedings from Parliament’s October agenda.
Meanwhile, the People’s Party and Democrat Party have accused the government of attempting to dictate the terms of parliamentary scrutiny. The confrontation comes amid investigations into examination fraud, political influence, online gambling and cryptocurrency transactions involving prominent political families.
The motion targets Anutin and 17 other ministers, principally associated with the ruling Bhumjaithai Party. However, the immediate dispute concerns how much time opposition MPs will receive to question them.
Opposition demands five debate days as Speaker postpones no-confidence showdown until further talks
The opposition demanded five full debate days, followed by a separate voting day. In response, the government offered four days of questioning and a fifth day for voting. Negotiations collapsed, leaving the motion without an agreed date and the ministers facing unresolved accusations.
On Friday, 23 October, Sophon confirmed that the debate would not proceed during the final week of October. Instead, Parliament will meet on 28 and 29 October for ordinary legislative business.
Those sittings will cover bills, parliamentary motions and urgent questions. Crucially, they will not include the no-confidence proceedings under Section 151 of the Constitution. November and December are now being considered, although neither month has an agreed timetable.
The decision followed two unsuccessful rounds of negotiations on 21 and 22 October. Opposition whips walked out after rejecting the government’s proposed timetable. Subsequently, Sophon intervened and requested further discussions. The postponement has since developed into a separate confrontation over Parliament’s independence and the Cabinet’s role in scheduling scrutiny.
People’s Party and Democrats challenge Cabinet timetable as 145 MPs prepare to question 18 ministers
People’s Party representatives accuse the government of attempting to impose its preferred timetable on Parliament. Democrat politicians have joined the criticism, demanding sufficient time to question all 18 ministers.
Conversely, government representatives insist they offered substantial concessions and were ready to begin proceedings on Monday, 26 October. Anutin has repeatedly maintained that ministers have nothing to hide and are prepared to defend their records.
The confrontation began after opposition leader Natthaphong Ruengpanyawut submitted a seven-page no-confidence motion on 8 October. The document carried 145 MPs’ signatures and targeted the Prime Minister alongside 17 ministers.
It raised accusations involving political influence, public appointments, budget management and government performance. Moreover, the opposition identified several controversies involving state institutions and the conduct of individual ministers.
Among the principal subjects are the Senate selection controversy and irregularities involving local government examinations. Opposition MPs also intend to examine independent oversight bodies and accusations of political interference in public institutions.
Other questions concern flooding, living costs, criminal networks and the government’s ฿1.6 billion TH-AI Passport project. In particular, the opposition has prepared material concerning public spending, procurement and ministerial supervision.
Bhumjaithai ministers face targeted scrutiny as coalition voting questions follow October debate dispute
Notably, the motion concentrates on Bhumjaithai ministers rather than the entire coalition Cabinet. Pheu Thai ministers have not been included among those facing questioning.
Consequently, coalition MPs may eventually vote on accusations against individual Bhumjaithai figures. Pheu Thai politicians have previously examined aspects of the Senate selection controversy, including questions involving the Department of Special Investigation. Nevertheless, those earlier inquiries do not establish how the party will vote.
The timetable dispute began when the Cabinet proposed three principal debate days, from 27 to 29 October. Opposition representatives immediately objected, arguing that three days were insufficient to examine 18 ministers.
Furthermore, they said the proposed arrangements would force substantial changes to prepared speeches and supporting evidence. The opposition had already organised its speakers around specific ministers and accusations.
Government chief whip Korrawee Prissananantakul subsequently sought additional time through Paradorn Prissananantakul, Minister attached to the Prime Minister’s Office. Paradorn consulted the Cabinet about extending the proceedings.
Following those discussions, the government offered another debate day. Under the revised arrangement, questioning would begin on Monday, 26 October, and continue until Thursday, 29 October. MPs would then vote on Friday, 30 October.
Government offers extended sittings until 2 am but opposition demands 60 hours to question ministers
Korrawee said the proposed schedule provided 63 hours and 30 minutes of parliamentary proceedings. Of that total, the opposition would receive approximately 45 to 48 hours for questioning and presenting evidence.
However, the arrangement involved extended sittings, potentially continuing until 2 am. Opposition representatives objected to compressing their contributions into lengthy overnight sessions. They maintained that the number of ministers and the range of accusations justified additional time.
Democrat deputy leader Satit Wongnongtoey rejected the revised proposal. He argued that the opposition required approximately 60 hours to examine all 18 ministers.
By comparison, previous no-confidence debates involving only nine or ten ministers had received around 40 hours. Satit maintained that the present motion required considerably more time because it targeted almost twice that number.
The opposition had prepared contributions involving individual ministers, supporting documents and separate accusations. Accordingly, reducing the debate would require speakers to abandon or rearrange substantial material. Satit also questioned the government’s insistence on completing the proceedings during October. He maintained that the debate could move into November if ministers provided sufficient time.
Cabinet cites overseas commitments as opposition walks out and October negotiations collapse again
Government representatives rejected that approach, citing Cabinet commitments and overseas engagements. They said no suitable continuous period had been identified during November.
With 18 ministers required to attend, scheduling presented additional difficulties. Nevertheless, the opposition maintained that ministerial commitments should not determine the limits of parliamentary questioning.
Korrawee expressed disappointment after the negotiations collapsed. He said both sides should have worked towards an agreement allowing Parliament to scrutinise the government. Instead, he complained that opposition representatives walked out before a compromise could be reached. According to Korrawee, the Cabinet had already increased the available time beyond its original offer.
The opposition disputed that account. Its representatives maintained that four debate days remained insufficient, particularly given the number of ministers involved. They also challenged the Cabinet’s decision to determine when ministers would be available before parliamentary negotiations concluded.
Eventually, the disagreement brought discussions to a halt, prompting opposition representatives to approach Speaker Sophon directly.
Speaker Sophon seeks fresh compromise after failed negotiations and leaves October debate off agenda
On 23 October, Sophon confirmed that the no-confidence debate would not appear on Parliament’s October agenda. He said First Deputy House Speaker Mallika Jirapunvanit had conducted the earlier negotiations on his behalf.
Both meetings had failed to produce agreement. Thereafter, the Speaker met opposition representatives and suggested another compromise involving four debate days and a fifth day for voting.
Sophon acknowledged that the opposition would need to reorganise its speakers and supporting material. Even so, he urged both sides to continue negotiations rather than impose a timetable without agreement.
He stressed that parliamentary proceedings required adequate preparation from those asking questions and those answering them. Additionally, Parliament would need sufficient attendance to maintain a quorum throughout the debate.
The Speaker indicated that he could formally contact the Cabinet about alternative dates. However, he stressed that correspondence alone would not settle the dispute. Both sides needed to negotiate and make concessions.
If discussions failed, a formal decision might be required, with any legal objections examined separately. Sophon also emphasised the importance of resolving parliamentary disagreements through dialogue.
Speaker’s intervention draws Democrat support as People’s Party challenges Cabinet control of Parliament
His intervention left the government’s preferred October timetable off Parliament’s agenda. Nevertheless, Sophon has not accepted the opposition’s original demand for five full questioning days.
His proposed compromise remains four debate days followed by voting on the fifth. Democrat deputy leader Satit welcomed the intervention and praised the Speaker’s willingness to allow further negotiations.
Meanwhile, the People’s Party has intensified its criticism of the Cabinet’s conduct. Parit Wacharasindhu, a party-list MP and chairman of the opposition whip, accused the government of treating Parliament as subordinate to the executive. He questioned the Cabinet’s decision to announce ministerial availability before the parliamentary whips reached agreement.
Parit said he had examined previous procedures and found no comparable case involving such a Cabinet decision. According to him, the government effectively informed Parliament when ministers would be available. Opposition MPs were then expected to organise their scrutiny around those dates. He argued that this placed pressure on Parliament to accept the government’s preferred timetable.
Parit says opposition offered to postpone debate but insists ministers must face parliamentary scrutiny
In addition, Parit rejected suggestions that opposition negotiators were unwilling to accommodate genuine scheduling difficulties. He said the opposition had already offered to postpone the debate if ministers faced unavoidable commitments. However, he insisted that any postponement must provide sufficient time for questioning.
“When I started to see things going downhill, I even said that although we initially planned to hold the debate in late October or early November, if there were real obstacles, like the Prime Minister having to attend an international conference, we were ready to postpone it. We only asked that sufficient days and time be allocated for this task,” Parit said.
He added that the opposition had repeated its willingness to postpone the proceedings if necessary. However, he accused the government of refusing to provide an acceptable alternative.
“Yesterday, we reiterated this proposal: if it was necessary to postpone it to allow sufficient time for both sides to perform their duties, we were willing. But to this day, the government still hasn’t offered any solution. They continue to insist on holding the debate next week and refuse to give us the five days or sufficient hours to fulfil our role. Because of this, there’s no conclusion,” he said.
Anutin says ministers cancelled engagements as opposition proposes November dates for the debate
The opposition therefore accepts postponement in principle but rejects the government’s proposed allocation of questioning time. On another front, Democrat deputy leader Chaiyachana Dejdecho suggested holding the debate from 7 to 11 November. Government representatives responded that ministers would not be available throughout that period.
Natthaphong has also indicated that a postponement of one or two weeks would be acceptable. However, he wants sufficient time for the opposition to present its evidence. The People’s Party has additionally raised concerns about a possible clash with parliamentary consultations on the 2028 national budget. No agreement has been reached on alternative dates.
On Saturday morning, 24 October, Anutin addressed the dispute while attending an engagement at Sanam Luang. The Prime Minister insisted that his government had been ready for the debate beginning on 26 October. He said ministers named in the motion had cancelled engagements to remain in Thailand. Furthermore, the Cabinet meeting had been moved to Monday morning to accommodate parliamentary proceedings.
Anutin said the failure to agree on the October schedule had complicated arrangements for November. Several international commitments were already planned. These included the APEC leaders’ meeting in Shenzhen and the ASEAN summit in Manila. Other engagements included a visit by China’s prime minister to Thailand and OECD-related meetings.
PM leaves debate timing to Speaker as Cabinet warns November commitments limit available dates
The Prime Minister said the next decision rested with Sophon because negotiations between government and opposition representatives had failed. Asked whether the debate might not take place at all, Anutin replied: “I don’t know, because the government is already prepared, and we want everything to be concluded.”
The response left the timetable unresolved. However, Anutin did not announce any decision to cancel the motion. Separately, Paradorn confirmed that the debate would not proceed during the following week. He also warned that November presented additional scheduling difficulties.
The first week includes government commitments following Anutin’s overseas travel. A mobile Cabinet meeting in Udon Thani and horticultural exhibition activities are also scheduled. Elsewhere in the Cabinet, ministers reportedly have international engagements during the second week. Anutin is also due to attend APEC-related meetings later in November.
Paradorn acknowledged that further delays could expose the government to accusations of obstructing parliamentary scrutiny. Nevertheless, no alternative dates have been agreed. The government’s position remains that ministers are prepared to answer questions but require a workable timetable. The opposition continues to insist that adequate questioning time must come first.
Examination fraud and gambling-linked transactions add pressure as opposition examines Bhumjaithai figures
The confrontation has developed alongside investigations into several controversies involving Bhumjaithai politicians and their associates. One concerns the local government examination cheating scandal, involving thousands of candidates and questions about the handling of suspects. Opposition representatives have identified the affair among the subjects requiring parliamentary scrutiny. The case also raises questions about public appointments and government supervision.
Another controversy concerns the assets and business connections of Suchada Sangtanasap, a Bhumjaithai MP for Chaiyaphum, and her husband, Taiyang Zhang. Former Democrat MP Sirichok Sopha has repeatedly questioned financial connections involving the couple and online gambling operations. In particular, attention has focused on Shuffle.com and cryptocurrency transactions.
Sirichok has also raised questions concerning Maxbit Digital Asset Co., Ltd., a licensed cryptocurrency trading company. The controversy widened after questions emerged involving Pakkhet Ratchakitprakarn, an executive associated with the PT Group. Pakkhet is the son of Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn, a senior Bhumjaithai figure.
The former Democrat MP raised questions about business connections involving Maxbit and transactions associated with Shuffle.com. However, the supplied information does not establish criminal wrongdoing by Pakkhet, Maxbit or the PT Group. The financial questions remain under public scrutiny, while investigators continue examining transactions associated with the gambling website.
Phiphat defends lawful cryptocurrency trading and clashes with former Democrat MP over election defeats
Phiphat responded publicly, saying the relevant company should explain its transactions. He maintained that Pakkhet’s company was properly listed on the stock exchange. Accordingly, any questions concerning its financial activities should be answered through appropriate corporate procedures. The Transport Minister also pointed out that cryptocurrency companies could operate legally under Securities and Exchange Commission licences.
He argued that lawful trading activities should not automatically become political accusations. However, the disagreement quickly developed into a personal confrontation between Phiphat and Sirichok. The Transport Minister accused the former Democrat MP of attempting to revive his political standing after repeated election defeats.
“Politicians who want to talk about something shouldn’t bring up personal matters. They think that because they lost in the constituencies I oversee, they can’t use that to boost their own image. I think that’s going to be difficult for them, because in the past they were MPs for many terms, and after that they didn’t do anything, losing three times in a row,” Phiphat said.
The Transport Minister confirmed that he had spoken to Sirichok by telephone on the night of 22 October. Sirichok was abroad and was expected to return the following week to provide further clarification. Phiphat said he was confident that Pakkhet could explain the transactions. Nevertheless, he warned Sirichok against drawing him personally into the controversy.
“I would tell him that whatever he wants to say about me, he shouldn’t bring me into it. What he did was legal, but if it’s illegal, then let’s deal with that. But whatever is legal, don’t try to boost your own popularity, because you don’t have any popularity anyway right now. I have to be frank, this is just how I am. I can’t speak in political jargon. If you counter me, I’ll counter you.”
Sirichok rejects personal attacks and demands evidence over links to online gambling transactions
Sirichok responded by insisting that corporate registration and lawful shareholder structures did not prevent financial scrutiny. He maintained that companies facing questions about transactions should provide documentary evidence. Furthermore, he rejected Phiphat’s suggestion that election defeats undermined his right to investigate political figures.
“I haven’t accused anyone, yet you’re rushing to defend them even though no one has made any accusations. Therefore, there’s no need to get so worked up. Let the company explain with evidence. As for failing the election, I accept that I lost, but I never considered losing an election to be shameful,” Sirichok said.
He subsequently challenged Phiphat to answer questions with evidence rather than personal criticism. Sirichok maintained that losing an election did not prevent a former politician from examining government conduct or financial transactions. He also accused the Transport Minister of attempting to dismiss questions through personal attacks.
“I failed the election, but I didn’t fail the investigation into the money trail. Finally, let me leave you with one last sentence: It’s true I don’t have a spotlight, but strangely enough, when I shine a light along the money trail, why do those in power seem so blinded?” Sirichok stated.
DSI traces Thai gambling accounts and transfers linked to Shuffle.com under possible money-laundering laws
In parallel, the Department of Special Investigation has begun gathering financial information concerning Thai customers of Shuffle.com. Investigators are examining transfers involving bank accounts associated with the online gambling website. Their objective is to identify Thai individuals who received payments or conducted transactions through the platform. Those identified may subsequently be summoned as witnesses.
Investigators are also examining the number of accounts involved and the total value of transactions. The findings will help determine whether the matter qualifies for investigation as a special case. The DSI explained that online gambling investigations differ from fraud cases because participants generally enter gambling transactions voluntarily.
Unlike criminal scam operations, gambling transactions do not necessarily involve victims deceived into surrendering money. Consequently, investigators must establish the financial structure of the activity and identify possible offences. Particular attention is being paid to the movement of funds between accounts linked to the gambling website.
Potential legal provisions include the Gambling Act of 1935 and the Anti-Money Laundering Act of 1999. If investigators establish relevant offences, further action could include freezing bank accounts and seizing assets linked to unlawful gambling proceeds. However, the supplied information does not establish that the politicians or companies named in the controversy committed criminal offences.
Gambling inquiry remains separate as no-confidence delay raises constitutional questions over scrutiny
The DSI investigation therefore remains separate from the parliamentary no-confidence motion. Nevertheless, both matters have become subjects of political scrutiny involving Bhumjaithai figures. The examination of cryptocurrency transactions has also widened the public dispute between Sirichok and Phiphat.
The parliamentary confrontation raises separate questions about the procedures governing no-confidence motions. Section 151 of Thailand’s Constitution allows qualifying MPs to submit a motion against individual ministers or the Council of Ministers. The opposition’s motion carries 145 signatures, exceeding the constitutional threshold.
However, a disagreement over scheduling does not automatically invalidate the proceedings or establish a constitutional violation. The motion has neither been withdrawn nor rejected. Instead, Sophon has requested further negotiations between government and opposition representatives. Satit has warned that abandoning the debate would raise serious constitutional concerns.
People’s Party representatives continue questioning the Cabinet’s role in determining parliamentary proceedings. By contrast, the government insists it has offered substantial time and remains ready to answer the accusations. The dispute remains unresolved because neither side has accepted the other’s proposed arrangements.
Coalition voting remains uncertain as opposition prepares for fresh talks while DSI pursues inquiry
There is also the outstanding question of how coalition parties will vote. Because the motion concentrates on Bhumjaithai ministers, Pheu Thai MPs may face individual divisions involving their coalition partners. However, no parliamentary vote has taken place, and earlier investigations do not establish the party’s eventual position.
The next stage is expected on Wednesday, 28 October, when opposition parties meet at Parliament during the afternoon. They will consider whether to accept Sophon’s proposal for four debate days followed by voting on the fifth. Such an agreement would require changes to prepared speeches, speakers and questioning arrangements.

Afterwards, Sophon is expected to arrange another round of negotiations involving government, opposition and Cabinet representatives. November and December remain possible periods for the debate. However, neither month has an agreed timetable, and ministers’ schedules remain disputed.
Parliament will meanwhile proceed with ordinary legislative business on 28 and 29 October. The motion against Anutin and the 17 ministers remains pending, with no date agreed for their questioning.
Separately, the DSI’s investigation into Shuffle.com financial transactions continues. Investigators are identifying Thai account holders and examining possible gambling and money-laundering offences. Sirichok is expected to return to Thailand the following week to provide further clarification about the financial connections he has questioned.
