The conventional development path assumes that countries must first establish mature institutions and administrative systems before digitising them.
For emerging economies such as South Sudan, that sequence deserves to be reconsidered.
Digital infrastructure should not be treated as the final layer added once institutions are fully developed. If designed carefully, it can become part of the foundation through which effective institutions are built.
Every modern economy requires reliable systems for collecting revenue, processing payments, maintaining records, reconciling transactions and understanding how money and information move between institutions. These functions may appear administrative, but they are fundamental to how governments operate and economies grow.
When such processes remain fragmented or heavily manual, the consequences extend beyond inconvenience.
Transactions become more difficult to trace. Reconciliation takes longer. Institutions may work with incomplete information. Businesses face additional friction when dealing with government, financial institutions and one another. Policymakers can also struggle to obtain the timely, reliable data needed to make informed decisions.
This is why digital infrastructure matters.
The term is often associated with connectivity, mobile networks and access to online services. Those elements are important, but digital infrastructure also includes the systems that allow institutions to identify users, process transactions, exchange information securely and maintain reliable records.
Payments sit at the centre of this architecture.
A payment is rarely an isolated event. It is often connected to a licence, tax obligation, customs process, public service, commercial transaction or regulatory requirement. Each payment generates information that may need to be validated, reconciled and shared with the appropriate institution.
When the payment and the underlying administrative process operate separately, inefficiency is almost inevitable.
But when payments, records and institutional processes are connected, governments can gain greater visibility into economic activity. Businesses can transact more efficiently, while institutions can reduce the administrative burden associated with reconciling disconnected systems.
For South Sudan, the opportunity is particularly significant.
The country is building institutions and economic systems at the same time as digital technologies are reshaping how governments and businesses operate. This creates an opportunity that more mature economies did not always have: the ability to design modern systems before fragmented legacy infrastructure becomes deeply entrenched.
Many countries are now spending considerable time and resources replacing or connecting systems that were developed separately over decades. Their challenge is not simply digitisation. It is overcoming the complexity created by institutions, databases and processes that were never designed to work together.
South Sudan can take a different path.
It can design for interoperability from the beginning. It can establish common principles for security, data protection and accountability before disconnected platforms proliferate. It can build systems capable of expanding as institutions mature and economic activity becomes more formalised.
This does not mean attempting to digitise everything at once.
Nor does it mean assuming that technology can solve underlying policy or governance challenges. Digital systems cannot compensate for unclear mandates, weak oversight or poorly defined processes.
The starting point must always be the problem an institution is trying to solve.
What information does it need? Which process is creating unnecessary friction? Where are transactions becoming difficult to reconcile? Which institutions need to exchange information, and under what legal and operational safeguards?
Technology becomes useful when it responds to clearly defined institutional needs.
This is also why emerging economies should begin with practical, focused implementation rather than ambitious systems that attempt to solve every challenge immediately.
South Sudan should also resist the temptation to import digital systems without adapting them to its own realities.
Africa does not have a single digital-transformation model. A solution designed for a highly connected market with mature institutions, widespread formal banking and established digital records may not translate directly into an emerging economy.
South Sudan’s systems must account for its institutional capacity, connectivity environment, regulatory framework, economic structure and the practical circumstances of the people and businesses expected to use them.
That requires collaboration.
Government institutions cannot build this infrastructure alone. Financial institutions, telecommunications companies, technology providers, businesses and development partners all have important roles to play. But collaboration must be supported by clear responsibilities, appropriate regulation and confidence in how systems and information will be managed.
Trust is therefore not an optional feature of digital infrastructure. It is part of the infrastructure itself.
People and institutions need confidence that transactions will be recorded accurately, information will be protected, systems will operate reliably and those responsible for managing them will be accountable.
Without that confidence, adoption will remain limited regardless of how advanced the technology may be.
The wider economic case is equally important.
Digital infrastructure can make it easier for businesses to participate in formal economic activity. Reliable payment and transaction records can improve visibility, reduce friction and create the foundations for stronger commercial relationships. Over time, better information can also support more informed policymaking and help institutions understand how the economy is evolving.
For an emerging economy, these are not secondary benefits. They are part of the process of building a more connected, visible and efficient market.
South Sudan therefore faces an important choice.
It can wait for its institutions and economy to mature before investing seriously in connected digital systems. Or it can recognise that well-designed digital infrastructure can help those institutions mature, provided it is introduced responsibly, gradually and with the right safeguards.
The second path is more ambitious and full of potential impact.
