Sun International moves to block grant recipients from betting

• Sun International launched a new RGC on 13 October 2026, targeting vulnerable groups
• The charter adds a registration block for SASSA grant and NSFAS allowance recipients on its online platform
• The move comes as South Africa's problem betting rate jumped from 6% in 2017 to 31% in 2023

Sun International, the company behind Sun City, announced a sweeping new betting policy on 13 October 2026 that would prevent social grant recipients and student funding beneficiaries from accessing its platforms.

The betting and resort operator introduced its RGC, a self-regulatory framework designed to close the door on financially vulnerable South Africans. Under the new rules, anyone registering on Sun International's online platform must declare their primary source of income. If they select either SASSA social grants or NSFAS student allowances, their account will be automatically blocked before it can be activated.

How the charter works

According to reports, because private companies do not have access to government databases or state banking records, the system depends entirely on applicants being honest about where their money comes from. Sun International acknowledged this limitation but said the declaration step creates a meaningful barrier and a point of accountability.

Beyond the income restrictions, the charter introduces several other protections. Betting advertisements will no longer run between 06:00 and 08:00 or between 12:00 and 18:00, hours chosen specifically to reduce exposure to minors during school drop-off and after-school periods. The company also committed to dedicating 10% of all advertising content to responsible betting messaging. From 2027, Sun International plans to roll out artificial intelligence tools to monitor betting behaviour and flag patterns associated with compulsive or high-risk betting .

Why the move matters

The National Betting Board's data paints a sobering picture of where South Africa stands. Problem betting rates climbed from 6% in 2017 to 31% in 2023. Betting generates the largest share of gross betting revenue at R84.5 billion, with 60% of all betting now happening online and 95% of African bettors using mobile devices. An estimated 65% of South Africans participate in betting in some form.

NGB Acting Chief Executive Lungile Dukwana welcomed the charter and confirmed that state regulators and NSFAS would work together to launch educational workshops and campus awareness campaigns, specifically aimed at protecting student allowances from being spent on sports betting and betting platforms.

The charter places Sun International among the first major betting operators in South Africa to voluntarily restrict access based on income source, a step that advocates say is long overdue given the scale of the country's betting crisis.
