The US Department of Homeland Security has banned DeepSeek, the Chinese AI startup, from federal civilian agencies. Beijing has responded with its standard reply: an objection.
The order requires agencies to remove DeepSeek’s products and services, including tools built on its AI models. China’s Foreign Ministry pushed back, saying it will protect the rights of its companies.
What the DHS order actually does
According to the research findings, the ban first took effect in July 2026. It was announced publicly on October 19, 2026.
The order applies to US federal civilian agencies. The Treasury, State, and Justice Departments are named among those covered.
The removal requirement is broad. It covers DeepSeek’s direct offerings and any products built on top of its AI models.
DHS cited several concerns. They include the risk of sensitive data moving to China, vulnerability to malware, and security problems linked to Chinese national laws that govern technology companies.
One major department is not on the list. The research findings indicate the Department of Defense was excluded from the ban.
Beijing’s response
Chinese Foreign Ministry spokesperson Mao Ning condemned the decision. She said China is committed to protecting the rights of its companies.
Beijing’s broader complaint is familiar. Chinese officials argue the US is stretching the idea of national security beyond reasonable limits. They also accuse Washington of politicizing what they consider technology and economic matters.
The research findings did not describe any specific retaliatory steps from China in response to this ban. The response so far has been rhetorical.
How DeepSeek got here
DeepSeek drew wide attention in early 2025. Its open-source AI models delivered strong performance at low cost.
Its rise brought restrictions at both the state and national level in the US. The DHS order is the newest and broadest step in that sequence, at least among civilian agencies.
The US has also accused DeepSeek and other Chinese firms of large-scale distillation of American AI models. Distillation means training one model on the outputs of another, so the student learns from the teacher’s answers.
What this means
The immediate impact falls on federal IT teams. They have to find every instance of DeepSeek in their systems, including tools built on its models, and remove it.
The research findings suggest the ban may also affect investors and traders exposed to the AI sector. They point to potential market volatility as firms work through compliance and the possibility of retaliation from China.
The Defense Department exclusion deserves attention. If the carve-out stays, it raises questions about how consistently the government applies its own security reasoning.
