Satellite communication terminals operating under SpaceX’s commercial Starlink and defense-tailored Starshield systems inside Ukraine are functioning at velocities exceeding the previously enforced 161 km/h cap, a Ministry of Defense source told Kyiv Post on Saturday morning, Oct. 24.
According to defense specialists, Ukrainian Defense Forces began registering operational velocity parameters above 161 kilometers per hour (100 mph) early Saturday. The development suggests a progressive rollback of software or geographic constraints that had compromised domestic counter-drone interception networks over recent weeks.

“As of the morning of Oct. 24, the Defense Forces of Ukraine and specialists of the Ministry of Defense record that Starlink/Starshield has begun working at speeds greater than 161 km/h,” the defense ministry source stated.
Technical teams and military communications detachments are conducting diagnostic trials to determine whether service parameters have been restored unconditionally across Ukrainian combat airspace or whether secondary operational ceilings remain in place.
“The military continues to monitor and conduct verifications at higher speeds, determine upper limits, and ascertain the extent to which the operation of this communication has truly been restored,” the source added.
Operational disruption and interceptor drone grounding
The reported speed restoration follows days of acute operational friction between Kyiv, Washington, and SpaceX over artificial limits placed on satellite-guided defense platforms.

Zelensky Ready to Freeze Front Line to Halt War, Rejects Land Cession
President Volodymyr Zelensky said Ukraine is ready to freeze the front line to end the war, while refusing to recognize occupied areas as Russian.
President Volodymyr Zelensky revealed on Oct. 17 that satellite terminals deployed on domestic unmanned interceptors were disconnecting automatically whenever vehicles or platforms exceeded 161 km/h. Exceeding the threshold severed telemetry feeds and caused operators to lose control of unmanned aircraft in mid-flight.
The artificial cap severely impaired Ukraine’s tactical air defenses against high-speed aerial threats, specifically Russian turbine-propelled Shahed loitering munitions that cruise at velocities between 400 and 600 kilometers per hour.
To confirm that the restriction was deliberate rather than an engineering anomaly, Ukrainian specialists transported Starlink-equipped vehicles into EU territory, where the terminals functioned uninterrupted at 180 km/h (112 mph).
The operational curbs also disrupted robotic uncrewed ground and aerial logistics delivering emergency medical kits, rations, and potable water to frontline infantry holding isolated positions under Russian fire.
Diplomatic denials and public friction
The technological dispute triggered intense debate across Washington and European capitals, sparking conflicting accounts regarding the origin and oversight of the restrictions.
US President Donald Trump denied ordering operational curbs on Ukrainian satellite links, claiming that “everything is the same as it’s always been.” US Secretary of State Marco Rubio similarly pushed back against assertions by Ukrainian officials, stating that the White House had not mandated bandwidth or velocity caps on commercial terminals.
Rubio noted that Starshield remains a dedicated US military capability not currently authorized for Ukrainian deep strikes inside Russia.
However, reporting published by The Telegraph cited four sources familiar with the matter who stated that SpaceX founder Elon Musk proposed service limitations directly to Trump, who approved the initiative, enabling the Pentagon to restrict Starshield functionality.
Sources indicated Musk sought to avoid European consumer boycotts following civilian infrastructure strikes.
