2 Arrests in North Miami Kidnapping Murder

FLORIDA · CRIME

A second man has been arrested over the North Miami kidnapping and murder of a 22-year-old, carried out by a group posing as police officers, Miami-Dade deputies say. Naquon Jahrell Fagan, 25, was booked on Thursday 22 October 2026 on seven felony charges, including first-degree murder and armed kidnapping.

For US readers the case matters because the suspects are accused of copying police lights, shirts and handcuffs, which can make a real stop hard to judge. It happened in Miami-Dade County, Florida, where investigators have not said whether three other men have been identified.

Devorise Carl Johnson, 21, the first man charged, was booked into jail on 15 October 2026 after leaving hospital and faces the same seven counts, according to Local 10 News and NBC 6 South Florida. Both men are presumed innocent, and everything below is an allegation from police reports until a court decides.

How the North Miami Kidnapping Unfolded

The Miami-Dade Sheriff’s Office, the county agency whose homicide detectives run the case, says Fagan, Johnson and three other men reached the Aliro apartment complex at 14040 Biscayne Boulevard in North Miami at about 9:41 p.m. on Saturday 3 October 2026. They waited in a gray 2026 Toyota Camry fitted with flashing red and blue lights for a 22-year-old resident to leave his building.

Shortly after midnight on Sunday 4 October the man walked into the parking lot, and two armed men stepped out of the car in black shirts with the word POLICE on the back. They handcuffed him and took his keys and phone, and a third man threw the phone across the lot.

Three of the men then used the stolen keys to enter his apartment, where a second man was inside. That man grabbed an AK-47-style rifle and exchanged fire with Johnson, who was hit several times.

The three intruders kept shooting before they jumped from a third-story bedroom window to escape. Cellphone video obtained by Local 10 News showed two men jumping from the window, and another recording captured about a dozen gunshots.

What Investigators Say Happened Next

While the shooting went on, the two men outside forced the victim into the back seat of the Camry, the arrest report says. The three men then ran back to the car, and the wounded Johnson was dropped at Jackson North Medical Center.

The other four men drove to the area of Southwest 216th Street and Southwest 189th Avenue in the Redlands, where the victim was shot several times. A sheriff’s captain found his body on the roadside near plant nurseries at about 7:25 a.m. on Sunday 4 October.

Investigators say the Camry was later set on fire near Southwest 248th Street and Southwest 157th Avenue in an attempt to destroy evidence. An autopsy on Monday 5 October found that the victim died of gunshot wounds, and his death was ruled a homicide.

The Evidence Against the Second Suspect

Fagan’s arrest report says rental records show the Camry was in his name from 2 to 4 October. Detectives also found a merchandise tag for gloves in the car, which led them to a Family Dollar store.

Store video, the report says, shows Fagan buying black gloves hours before the killing and using the same car. Cellphone location records placed his phone near the store at that time, and footage of the kidnapping shows one of the men wearing black gloves.

Investigators searched his home under a warrant on Wednesday 21 October and detained him. He was taken to the sheriff’s homicide bureau, where the report says he invoked his Miranda rights, the US right to stay silent, and he was booked on Thursday morning.

The Seven Charges

Both men face the same seven felony counts, listed by Local 10 News from Fagan’s arrest report. They are first-degree murder and kidnapping, attempted first-degree murder, kidnapping with a weapon, shooting a deadly missile, armed robbery with a firearm, falsely impersonating a police officer resulting in death, and armed burglary with assault or battery.

Jail records list Fagan’s bond as “to be set” and show him held at the Turner Guilford Knight Correctional Center, a Miami-Dade jail. The reports reviewed do not say when he will first appear before a judge.

Johnson was treated for his wounds and taken into custody before his 15 October booking, NBC 6 South Florida said. NBC 6 added that no attorney information was available for him at the time.

Why the Fake Police Detail Matters

Impersonating an officer is a crime in its own right, and one of the seven counts alleges that it resulted in a death. Investigators say the group used a rented car with flashing lights, shirts marked POLICE and handcuffs to approach the victim in the parking lot.

Our earlier report on Puerto Rico Police Impersonation Cases: What We Know covers similar crimes on US soil. Nothing in the sources reviewed ties the Miami-Dade case to those attacks.

What It Means for You

Anyone with information is asked to call the sheriff’s office detective on the case at 305-471-2400, or to give an anonymous tip to Miami-Dade Crime Stoppers at 305-471-8477. Crime Stoppers is the county tip line, and a caller does not have to give a name.

For visitors and residents the case shows how flashing lights and POLICE shirts were allegedly used as cover for an abduction. The sources reviewed contain no official advice on how to check an officer’s identity, so we offer none here.

What Is Not Known

The sources reviewed do not say who the three other suspects are or whether any of them has been arrested. They also give no motive for the abduction and do not say why the victim was targeted.

Periódico Cubano, a Spanish-language news site focused on Cuba and its diaspora, carried the second arrest on 23 October 2026. Neither its report nor the Miami-Dade reports link the victim or the suspects to Cuba or any other country.

It is also unclear whether the second man in the apartment was hurt, since the reports describe him firing back but give no condition. No defense attorney was named for either suspect in the reports reviewed.
