President William Ruto has signed into law amendments introducing changes to the governance of the Kenya Revenue Authority (KRA).
Under the new law, the Managing Director of the Kenya Ports Authority (KPA), currently Captain William Ruto, will have a seat on the KRA board.
According to National Assembly Clerk Samuel Njoroge, the move is aimed at recognising the close relationship between the two bodies, which play key roles in port operations and customs revenue collection.
The expansion to include the KPA managing director stems from a proposal to integrate port operations, customs, and logistics tracking, improving coordination between the two institutions.

The National Assembly brief states that the amendment seeks to improve operational efficiency due to the interdependent nature of the two institutions.
“This is an efficiency measure due to the co-dependent nature of the operations of both the Kenya Revenue Authority and the Kenya Ports Authority,” a brief from the National Assembly states.
The changes are contained in the Kenya Revenue Authority (Amendment) Act, 2026, which President Ruto signed into law at Eldoret State Lodge on Friday, October 16, 2026.
Further, the new law provides for substantive membership of all KRA board members, removing the ex-officio designation from the relevant provisions.
The change affects the legal framework governing the Principal Secretary for the National Treasury, the Attorney General and the KRA Commissioner General in relation to board membership, tenure and termination.
The amendments followed changes made by Parliament, which considered and passed the Bill on October 7, 2026, after it was sponsored by National Assembly Majority Leader Kimani Ichung’wah.
At the time of publication, the KRA board was chaired by Ndiritu Muriithi, with Commissioner General Adan Mohamed serving as the authority’s chief executive.
Legal oversight and government policy representation include Attorney General Dorcas Oduor and National Treasury representative Lawrence Kibet, who serves as an alternate director to the Principal Secretary.
The board’s non-executive arm comprises independent directors Hadi Sheikh Abdullahi, Richard Boro Ndung’u, Lydia Cherono Rono, Risper Olick, Ashif Kassam and Shimaka Leonard.
Board administration and corporate governance matters are coordinated through the Commissioner of Legal and Board Services, Paul Matuku.
