Shirley, who posted videos showing empty buildings that purported to be active day care centers, was presented with a check for KSh 1.3 million, according to a White House official who spoke on the condition of anonymity to discuss the program ahead of the announcement.
How old is Nick Shirley?
"I love having Nick Shirley here. He's a young guy, 24, 25. He's found so much fraud in Minnesota, California, all over the place. He's done our country a great service," Trump said during the Oval Office appearance.
Shirley, clearly moved by the setting and occasion, responded by expressing gratitude, describing it as "a wonderful time to be here in America."
At the heart of the White House visit was the launch of a citizen fraud reporting incentive.
How much will fraud exposer get in new scheme?
Under the new scheme, any person who successfully exposes fraud stands to receive up to 1% of the total amount recovered as a result of their tip.
Trump laid out the mechanics plainly, noting that if someone's tip leads to the recovery of a billion dollars, that individual would walk away with ten million dollars.
He framed the initiative in colourful terms, describing it as moving money "from the pirates to the patriots."
Who is the number on account on TikTok?
"There's never been anything like it," Trump said of the programme.
The visit also took a lighter turn when Trump asked Shirley if he knew who the number one account on TikTok currently was.
When Shirley played along and guessed it might be Trump himself, the president responded with surprise and humour, adding, "We love TikTok."
