Recent remarks by Gen. Xavier Brunson, commander of US Forces Korea, ROK-US Combined Forces Command, and the United Nations Command, have disappointed and frustrated South Koreans. His comments have raised questions not only about military arrangements but also about sovereignty, historical memory and mutual respect between allies. Such controversies risk eroding mutual trust and demand an accurate response.
The first case concerns South Korea reclaiming wartime operational control from the United States. Speaking in Washington, Brunson suggested that changing security conditions required new standards for the transfer. Some Koreans interpreted his remarks as an indication that Washington intended to delay the process.
Brunson has expressed support for the transfer, and his concerns about North Korea's growing military capabilities deserve consideration. Nevertheless, the reclaiming is not a new proposal. The allies initially discussed transferring both peacetime and wartime operational control in the late 1980s. South Korea regained peacetime control in 1994, but the reversion of wartime control was delayed amid North Korea's nuclear crisis. The allies later agreed to complete the reclaiming by 2012, only to postpone it repeatedly. New standards therefore raise concerns that the goalposts are moving again.
The second controversy is more sensitive and serious. Brunson stated that, from the UNC's perspective, South Korea begins at the southern fence line of the Demilitarized Zone. His remarks appeared to suggest that the southern portion of the DMZ is somehow outside South Korean territory. Under the 1953 Armistice Agreement, the UNC exercises military authority in the DMZ. As UNC commander, Brunson has legitimate responsibilities for maintaining the armistice. But military administrative authority and territorial sovereignty are fundamentally different concepts.
South Korea's Constitution defines its territory as the Korean Peninsula and its adjacent islands. The UNC's responsibilities under the armistice do not determine the boundaries of Korean sovereignty. The UNC has reportedly clarified that it does not question South Korea's sovereignty. Washington has also expressed understanding of Seoul's concerns. These explanations are welcome. Yet it remains unclear whether Brunson himself recognizes how deeply his words have hurt many Koreans.
Some Americans might regard the Korean reaction as excessive. After all, the general was discussing military arrangements, not proposing a change in national borders. But every nation has historical experiences that make certain issues extraordinarily sensitive. For Koreans, territorial sovereignty is one of them.
The DMZ is not simply a strip of land separating two armies. Korea was liberated from Japanese colonial rule in 1945, only to be divided along the 38th parallel into Soviet and American occupation zones. The Korean War erupted in 1950, and the 1953 armistice established a new Military Demarcation Line along the final battlefront, leaving the nation divided without reconciliation or a peace treaty.
The resulting arrangement left the UNC responsible for important aspects of military administration in the southern DMZ. That arrangement was necessary to maintain the ceasefire, but it also reflected the difficult circumstances in which South Korea found itself. For a country struggling to survive, having to live under an armistice it opposed was a bitter historical experience. When an American general appears to question Korean sovereignty over territory associated with that painful history, his words can reopen wounds dating back to the division of 1945 and the armistice of 1953.
The sensitivity extends beyond the DMZ. South Korea's Constitution claims the entire Korean Peninsula, although North Korea exercises effective control over the northern half. For many South Koreans, national division represents an unfinished historical tragedy and a painful gap between constitutional aspirations and political reality.
Territorial sovereignty also evokes memories of Japanese colonial rule. Dokdo in the East Sea, administered by South Korea, occupies a special place in Korean historical consciousness. Japan incorporated the islets into its territory in 1905, during the Russo-Japanese War, as it expanded its imperial influence over Korea. Japan continues to claim the islands, while South Korea flatly rejects that claim.
For many Koreans, the dispute is not primarily about the islands' geographical size or economic value. It symbolizes the loss of national sovereignty under Japanese imperialism and the determination never to experience such humiliation again. This historical sensitivity continues to complicate relations between Seoul and Tokyo, even as both governments seek closer cooperation with Washington. Brunson may not have intended to touch these historical wounds. But understanding them is essential for anyone working with South Korea.
The timing of his remarks makes the controversy especially unfortunate. The Donald Trump administration's pressure on allies over economic and security responsibilities has already created uncertainty about the future of the relationship with Washington. Senior military leaders must therefore communicate carefully and preserve mutual confidence.
The ROK-US alliance remains indispensable to South Korean security. It also serves important American strategic interests in Northeast Asia. During more than seven decades, the alliance has survived serious disagreements, including disputes over troop withdrawals, North Korea policy and military command arrangements. Its durability reflects the willingness of successive leaders to manage differences through consultation and compromise.
Brunson himself is widely regarded as strongly committed to the alliance. There is little reason to assume that he deliberately intended to insult South Korea or undermine its sovereignty. That makes the present controversy particularly regrettable. He now has an opportunity to clarify his intentions, acknowledge Korean sensitivities and express sincere regret for the distress his remarks have caused. Such a gesture would not diminish his authority as a four-star general or weaken American interests.
On the contrary, it would demonstrate the respect that a senior commander owes to the people of an allied nation. Koreans are capable of distinguishing between deliberate disrespect and an unfortunate choice of words. A sincere explanation would be welcomed by many who have been disappointed by his remarks. The strength of an alliance is not measured by the absence of misunderstandings, but by the sincerity with which its leaders resolve them.
