MONROVIA, Liberia, October 21, 2026- The Government of Liberia has announced plans to place 201 volunteer teachers of the Monrovia Consolidated School System (MCSS) on the national payroll effective October 2026, while pledging to settle outstanding salary arrears one week after the payment of October salaries.
In a statement issued Tuesday, October 20, 2026, the government said the affected teachers would receive their October salaries as formally employed government teachers, ending their volunteer status.
The latest decision brings the total number of verified MCSS volunteer teachers enrolled on the national payroll to 409, following consultations among the Ministry of Education (MOE), Ministry of Finance and Development Planning (MFDP), Civil Service Agency (CSA), and MCSS.
The government further assured eligible teachers that their outstanding retroactive salaries would be paid one week after the October salary disbursement, with payments determined by their respective eligibility categories.
The announcement comes amid growing concerns over teachers’ employment status, unpaid salaries, and demands for compensation adjustments, which have intensified pressure on the government to address their grievances.
Acknowledging the teachers’ concerns and contributions to Liberia’s education system, the government said it would address the outstanding issues through administrative decisions, financial measures, and ongoing public-sector reforms.
On salary adjustments for currently employed MCSS teachers, the government said their concerns would be considered under a broader public-sector salary structure reform.
According to the statement, the proposed reform is intended to address salary disparities, promote fairness and equity, and establish a transparent and sustainable compensation system across the public service.
The government appealed to MCSS teachers to remain calm and return to their classrooms while the relevant institutions implement the agreed measures.
It also urged students to remain in school and continue their academic activities, stressing the importance of uninterrupted learning and constructive engagement between the government and teachers.
The government reaffirmed its commitment to protecting teachers’ legitimate interests, maintaining the delivery of quality education, and strengthening Liberia’s education system.
However, the fulfillment of the payroll enrollment and the promised payment of salary arrears will be crucial in determining whether the latest commitments address the teachers’ outstanding concerns.
