The World Bank plans to help Pakistan attract private investment into startups and innovative businesses through a proposed $50 million fund designed to expand access to venture capital.
The Pakistan Entrepreneurship and Private Investment Catalyst Project is expected to be considered for approval by the World Bank’s Executive Board in early 2027.
According to the project document, the initiative would help the government establish and capitalize a Fund of Funds that would invest in professionally managed venture capital funds. These funds would provide early stage and growth financing to innovative, high growth companies in Pakistan.
Fund Aims to Attract Private Investors
The proposed fund is intended to bring more domestic and international private investors into Pakistan’s developing venture capital market. By investing through established fund managers, the project aims to address a longstanding shortage of financing for startups and businesses with growth potential.
The World Bank document says improved access to private capital could help businesses expand, support innovation and productivity, and create more and better quality jobs over time.
The project would have a national scope, with no fixed geographic focus identified at the concept stage. Its investment portfolio would therefore be shaped by Pakistan’s broader environmental and social context.
The initiative remains at the proposal stage and is expected to go before the World Bank’s Executive Board in early 2027.
