Rio Police Shooting Kills Official on Oct 19

BRAZIL · POLICE

A Rio police shooting on Avenida Brasil, one of the city’s main arterial roads, ended with the death of a municipal secretary on the night of Monday 19 October 2026. Jefferson Dias da Silva, 51, served as economic development secretary of Queimados, a city in the Baixada Fluminense area beyond Rio’s north zone, and the state government has ordered the officers involved off duty.

For US readers the case matters because Rio is a popular destination for American visitors and home to many US businesses, and a death involving police on a main road tests confidence in public security there. The acting state governor said the episode demands a rigorous, quick and transparent investigation.

On 10 October a similar question arose in São Paulo, as we covered in São Paulo Police Fire 45 Shots at Man Holding a Phone. Our explainer Brazil Security and Crime Explained 2026 sets out how Brazil’s state police forces are organised and who investigates them.

How the Rio Police Shooting Unfolded

The officers’ account, recorded in the inquiry opening order of the Civil Police homicide unit and seen by the news site G1, begins with a radio call about a white BYD driving fast with one wheel apparently on fire. Officers of the 22nd Military Police Battalion, which covers the Maré area, say they found the car near the Maré favela complex and ordered the driver to switch off the engine and get out.

They say he did not obey, that shots were heard, and that one officer fired at a rear wheel as the car drove on along Avenida Brasil. The officers add that the car got past three checkpoints and made manoeuvres that put them at risk.

Near the Nova Holanda community, the officers say they heard new shots coming from one of its access roads and that their team returned fire. At a footbridge known as Passarela 14, a patrol car blocked the BYD, which lost control, spun and hit a protective wall.

The officers say the driver then tried to reverse away, and that they fired again at the tyres. An officer of the Motorcycle Tactical Battalion, which was supporting the operation, says he fired seven shots from a 7.62 mm rifle because he perceived an imminent danger.

After the car was immobilised, the officers say they broke a window and found the driver dead, hit by gunfire. The location was given as Avenida Brasil at the Marinha Mercante bus rapid transit station in the Penha district, while the Military Police itself first placed the attempted stop at Bonsucesso.

What Videos and Investigators Show

Videos filmed by other drivers show police officers firing toward the car, and G1 counted at least two officers shooting. A security camera also recorded the BYD hitting a Military Police car, then the wall, and an attempt to get away after the crash.

The Civil Police homicide unit, known as the DHC, opened an inquiry, and the Public Prosecutor’s Office is also looking at the case. The weapons of the officers who fired were seized for examination, with ballistic comparison ordered where possible, and body camera footage is being analysed.

The inquiry order states that, so far, it has not been possible to say which weapons fired the shots that hit the secretary. It also says investigators could not establish where the shots that the officers say they heard came from.

The secretary’s wife told the Civil Police that he had drunk alcohol at a kiosk in the Barra da Tijuca district that afternoon and then took the wheel. She added that he phoned to say people were “fighting with him” and that she did not see the incident, and investigators have not said how this bears on what happened on the road.

The Secretary and His Career

Silva was known in politics as Jefferson da Linave and belonged to Democracia Cristã, the Christian Democracy party, a small party. G1 describes him as a transport and real estate businessman, married and the father of a daughter, with more than 20 years in public life.

He ran in five elections and won three, becoming a Queimados city councillor in 2004, 2008 and 2020, and he lost a 2010 run for the federal Chamber of Deputies. After failing to keep his council seat in 2024, he was named economic development secretary by Mayor Glauco Kaizer, who visited the scene and followed the police examination.

His wake was set for Tuesday 20 October at 2:30 p.m., with burial planned for 4:30 p.m. at the municipal cemetery of Nova Iguaçu. The city government of Queimados issued a note mourning his death.

The Official Response

Acting Governor Ricardo Couto, a state appeals court judge who is currently running the state, ordered the immediate removal of the officers involved. The state government said it “expresses deep consternation” and that the gravity of the episode requires a “rigorous, swift and transparent investigation”.

The Military Police told G1 that six officers took part but only five were removed, four from the 22nd Battalion and one from the Motorcycle Tactical Battalion. G1 said there was no information on the sixth officer, and the force is also investigating whether the officers broke the stop protocol through its internal affairs office.

CNN Brasil reported on 14 October that Couto, as acting governor, signed the decree setting up the handover to Douglas Ruas of the Liberal Party (PL), a conservative party, who won the governorship in the first round. Whoever runs Rio’s security policy once that handover is complete will inherit this inquiry and its findings.

What It Means for You

For visitors, nothing in the reporting points to a wider danger from this case, which, in the officers’ account, began as a stop of a speeding car on a fast arterial road. It does show how quickly a police stop in Rio can escalate, so drivers should pull over, switch off the engine and keep their hands visible when officers signal them.

For US companies with staff in Rio, the case is a reminder to brief employees on police stops and to follow local safety advice. Our Rio de Janeiro City Guide for Expats and Visitors and our Rio de Janeiro Daily Brief for Tuesday 20 October cover safety, costs and neighbourhoods.

For readers following Brazil more broadly, the case adds to the debate over police force that our guide Who Dominates Brazil, Elites and Regions Explained places inside the wider political system. The final findings of the DHC inquiry will show whether officers acted within the rules.

What Is Not Known

The inquiry has not yet established which weapons fired the shots that hit Silva, or where the shots the officers say they heard came from. Ballistic examinations of the seized weapons and review of body camera footage are still to come.

Whether he was armed was not known at the time of the latest reports reviewed, and the sources do not explain why he did not stop for the officers. His wife’s statement does not show what he was doing or thinking during the drive.

It is not known whether the officers followed the stop protocol, nor what role the sixth officer played. The final findings of the DHC and the prosecutors will decide whether anyone is charged.
