The new measures will take effect on October 30.
US President Donald Trump’s administration has eased some tariffs on Canadian imports, with the move coming just two weeks before the November 3 midterm elections. The decision could benefit Republican Senator Susan Collins, who is facing a tough re-election contest in Maine, a state whose economy has been affected by the trade dispute with Canada. The White House said the changes would remove tariffs on certain products, including "plywood sheets, some paper products, certain machinery and refrigeration equipment". However, the administration will also introduce tariffs on other goods, including carpets, certain valves and waste products. The new measures will take effect on October 30.Collins said she had "secured" the exemptions for products important to Maine's agricultural sector, including blueberry, potato, apple and seaweed producers.
Collins seeks relief for Maine businesses
Collins, who faces a strong challenge from a Democratic candidate, said farmers in her state depend on supplies from Canada that are difficult or expensive to source elsewhere. She said many farmers "rely on specialized equipment, packaging materials, and other products from Canada that are either unavailable from American suppliers or cannot be replaced without incurring significant expense."The senator's intervention comes as Democrats target her seat in their bid to take control of Congress from Republicans in the November 3 midterm elections.
Maine shares a border with Canada, and businesses in the state have felt the effects of Trump's trade policies. The partial tariff relief could ease costs for some businesses, although the introduction of duties on other Canadian products means the changes will not benefit every sector.
Trade tensions strain US-Canada ties
The United States and Canada have closely connected economies, with roughly 70 per cent of Canadian exports going to the US. Trade relations have deteriorated since negotiations between the two countries broke down in August, prompting Trump to impose a fresh round of tariffs.Earlier US duties on Canadian cars, steel, aluminium and lumber have hurt businesses, contributed to job losses and weighed on economic growth. Canada entered a technical recession this year after its economy contracted for two consecutive quarters. The tariffs imposed after the collapse of trade talks affected goods worth around $20 billion, equivalent to 5.5 per cent of Canadian exports to the US. The targeted products ranged from hockey sticks to cement.Since returning to office for his second term, Trump has imposed extensive tariffs on imports from both allies and rivals, arguing that other countries have taken advantage of the United States. His administration has also linked some threatened tariffs to broader political and foreign policy goals.
