Greece’s Ministry of Infrastructure and Transport is introducing a new digital system for driving tests and changes to how vehicle license plates are issued, as part of an upgrade to its online services platform.
For new drivers, the plan includes a mobile and tablet app to help them learn the Greek Highway Code and a new road test system in which examiners are assigned by random draw.
The contract was signed on Tuesday, October 20, by Deputy Minister of Infrastructure and Transport Giorgos Kotsiras; Dimosthenis Anagnostopoulos, secretary general for information systems and digital governance; and Constantine Stephanidis, head of the Human-Computer Interaction Laboratory at the Foundation for Research and Technology – Hellas (FORTH). The project is expected to be completed within 24 months.

According to the ministry, the goal is to bring more transparency and oversight to driver training and testing, reduce bureaucracy, and improve road safety.
Digital Tracking of License Plates
The third part sets up a complete digital system for managing and tracking official vehicle license plates. It includes:
- Digital management of the full life cycle of license plates, from availability and inventory to ordering, production, and final issuance.
- Automated, tamper-proof assignment of license plate numbers.
- Integration with vehicle registries and the ministry’s other digital services.
The ministry says this will improve oversight and traceability, increase transparency, and make license plate management more efficient.
Funding
The project has a total budget of €2,101,800 (about $2.3 million), including value-added tax. It will be funded through the 2026-2030 Sectoral Development Program of the Ministry of Digital Governance and Artificial Intelligence, under the national part of Greece’s Public Investment Program, as part of an initiative focused on digitally transforming the Transport Ministry and improving road safety.
