The Government has handed Brain Magoya a key role at the centre of Malawi’s higher education funding system after appointing him as the new Chairperson of the Higher Education Students’ Loans and Grants Board (HESLGB).

In an official appointment letter issued on 8 October 2026, Deputy Chief Secretary and Comptroller of Statutory Corporations Christopher S. J. Mchenga confirmed that Magoya will spearhead the board responsible for overseeing loans and grants for thousands of tertiary students across the country.
The appointment takes effect retrospectively from 9 December 2025 and will see Magoya serve a three-year term running until 8 December 2028.
However, his elevation to the influential post must still clear one hurdle, with the appointment requiring confirmation by Parliament’s Public Appointments Committee, in line with the Higher Education Students Loans and Grants Act of 2015.
Magoya will serve in a non-executive capacity, meaning he will receive approved allowances and honoraria rather than drawing a full-time salary and office benefits.
As chairperson, he will be tasked with providing strategic direction and governance oversight for the board, helping steer the institution as it supports access to higher education while aligning its work with the Government’s long-term Malawi 2063 development agenda.
In the correspondence, Mchenga urged the incoming chair to work closely with fellow board members, management and stakeholders to strengthen efficiency and effectiveness within the institution.
The appointment letter also requests Magoya to formally accept the position, with copies of the communication sent to the Office of the President and Cabinet and the Ministry of Education, Science and Technology.
The move places Magoya at the helm of one of Malawi’s most important education financing institutions as demand for student loans and grants continues to grow.
