Aizawl, Oct 16: Mizoram Chief Minister Lalduhoma on Thursday launched four major digital financial management initiatives of the state government Mizoram Integrated Works Accounts System (MIWAS), e-Sanction, e-Budget and 100% Direct Benefit Transfer (DBT) at the Chief Minister’s Office in Aizawl.
Implemented under the Finance Department, the initiatives aim to enhance transparency, accountability and efficiency in public financial management while modernising the state’s financial administration.
The MIWAS platform will streamline works accounts across six departments: Public Works Department (PWD), Public Health Engineering Department (PHE), Power & Electricity Department (P&E), Irrigation & Water Resources Department (IWRD), Environment, Forest & Climate Change Department (EFCC), and Land Resources, Soil & Water Conservation Department (LRS&WC). The system is expected to improve the reconciliation of expenditure figures submitted to the Accountant General and ensure the proper submission of expenditure vouchers through the Treasury.
The e-Budget module will enable departments to prepare and submit budget proposals online through the Integrated Financial Management Information System (IFMIS). The initiative is expected to reduce manual work, minimise calculation errors and speed up the processing of budget proposals.
Meanwhile, the e-Sanction module will facilitate the online processing of expenditure sanctions. It will allow proposals to be forwarded electronically from Drawing and Disbursing Officers and Heads of Departments to the concerned Administrative Departments and the Finance Department. The system will also help prevent expenditure beyond the available budget allocation.
Under the 100% DBT initiative, payments under state government schemes, including Thlai Thar Leina, Bana Kaih and Power Subsidy, will be transferred directly to beneficiaries’ bank accounts after the Treasury passes the bills. Beneficiaries will also be able to track their payment status through IFMIS.
Addressing the gathering, Chief Minister Lalduhoma emphasised the importance of digital financial management in ensuring transparency and the efficient utilisation of public funds.
He stated that Mizoram had received ₹350 crore under the Special Assistance to States for Capital Investment (SASCI) scheme’s Part IX in the previous year. The state is now preparing to secure approximately ₹650 crore under Parts IV and IX of SASCI during the 2026–27 financial year.
The Chief Minister also acknowledged the contributions of the Finance Department, ICT Department, Interlace India Pvt. Ltd. and the Centre for Development of Advanced Computing (C-DAC) in strengthening Mizoram’s digital financial infrastructure.
The launch of the four initiatives marks a significant step towards modernising financial administration, improving accountability in public expenditure and strengthening digital service delivery across Mizoram.
