Manchester City Move for Cavan Sullivan Takes Shape as 2028 Plan Hinges on FFP Case
Manchester City have moved into position over Cavan Sullivan, with the teenage midfielder’s long-term future increasingly aligned to the City Football Group project, according to TeamTalk. The understanding is that extensive talks have taken place with the player’s camp and, while the move is not expected to be completed until January 2028, confidence around the arrangement is growing.
The key detail in this developing story is straightforward. City are described as being “delighted with the progress of teenage sensation Cavan Sullivan” and the move to the Etihad Stadium is “now considered a done deal”. That is a significant position to reach when clubs such as Barcelona and Real Madrid have also held discussions over a player widely viewed as one of the leading young talents in the game.
Sullivan, still only 17, has attracted heavyweight interest for understandable reasons. The report states that he has “committed himself to City Football Group (CFG)”, a notable vote of confidence in the network and in the pathway put in front of him. City, for their part, appear to have placed considerable emphasis on the clarity of that route, with “spoken at length with Sullivan’s representatives about his development and the pathway mapped out for him once he makes the move to England.”
Cavan Sullivan pathway points to long-term Manchester City planning
There is no suggestion of City treating this as a speculative youth capture. The planning sounds deliberate and layered, shaped around the player’s progression over the next few years. TEAMtalk reports that Sullivan is “currently scheduled to move to England in January 2028”, which leaves a substantial period for further development before any major transition into European football.
That timeline matters because it allows City to monitor growth, manage expectation and retain flexibility. It also reflects how elite clubs increasingly handle top-level teenage talent, especially when there are legal, regulatory and sporting variables still in play. In Sullivan’s case, the major variable is Manchester City’s fight against allegations relating to Premier League financial rules.
The report says the club “are maintaining their innocence” and that they “could take the battle to clear their name all the way to the High Court”. That uncertainty has plainly fed into the background of conversations around Sullivan’s future. City may believe their position is strong, but prudent planning has still been necessary.
FFP case creates complication around Etihad arrival
The most striking aspect of the report is the contingency thinking. TEAMtalk says “the uncertainty surrounding that case has introduced a potential complication into City’s longer-term planning” and that CFG have already discussed fallback options with the player’s camp. This is where the wider strength of the group structure becomes relevant.
Sources indicate that “should any circumstances prevent or inhibit a move to Manchester City” there would be alternative solutions, with “a multi-year transfer ban” floated as one possible punishment City could face. In that scenario, the proposed answer would be a loan arrangement, potentially within the City Football Group network or at another club suited to his development.
That degree of preparation will be reassuring to those around Sullivan. Elite prospects and their families want certainty, or as much of it as can reasonably exist in football. The possibility of placing him elsewhere on loan, while preserving the longer-term City plan, gives the project resilience.
It also underlines how highly City rate him. The report adds that “securing Sullivan’s long-term commitment represents an important step in their efforts to bring one of the world’s most exciting young prospects into their system.” Those words are not accidental. Nor is the repeated reference to City being “delighted” and “hugely encouraged” by his development.
City Football Group model could prove decisive
What stands out is the advantage City believe they hold through CFG. Barcelona and Real Madrid may offer prestige and history, but the City pitch appears rooted in structure, planning and opportunity. TEAMtalk notes that “CFG’s extensive network of clubs could prove valuable” if circumstances change before 2028, and that may prove one of the decisive factors in keeping Sullivan aligned with this project.
The story also hints at a broader strategy in the US market. Sources “revealed on Monday that Sullivan is not the only USA prospect that City have their eyes on”, with a teenage Borussia Dortmund winger also being monitored. That broadens the context and suggests City are continuing to scan aggressively for elite youth talent, even while legal uncertainty remains around the club.
For now, the headline is that the Sullivan plan remains active and advanced. A move may still be years away, but the agreement in principle appears strong, the pathway has been discussed in detail and contingency measures are already part of the conversation. In a market where elite teenagers can be pulled in several directions, that level of preparation often tells its own story.
Our View
This feels like smart work, and exactly the sort of long-term planning that should still be happening regardless of the noise around the club. If Sullivan is as highly regarded as this report suggests, getting him aligned with the City Football Group that early is a major win. The line that the move is “now considered a done deal” jumps off the page, especially with Barcelona and Real Madrid involved.
What is particularly interesting is the fallback planning. There is calm in that. Rather than letting uncertainty around the case derail recruitment, there seems to be a structured answer already discussed. If there is any disruption down the line, a loan route through the CFG network still keeps the player within the system, still progressing, still connected to the original vision. That is exactly how a modern super-club should operate.
There is also something reassuring in the repeated emphasis on development. This does not read like a vanity signing or a race for headlines. It reads like patient succession planning. The best young players want a route, not just a badge, and City seem to be selling that convincingly.
If this lands as expected, it could look very shrewd by 2028. There is a long way to go, of course, but this report gives the impression of a club still planning from a position of confidence. That matters.
