The Reserve Bank of India’s (RBI) latest foreign-exchange measures likely to influence the cost of overseas travel for Indians, but any benefit is likely to be indirect and will depend on how the rupee moves against major currencies. The changes target activity in the foreign-exchange derivatives market, not retail purchases of dollars, euros or other currencies for travel.
The central bank has reduced the threshold for specified rupee-linked foreign-exchange derivative positions that can be taken without establishing an underlying exposure from $100 million to $5 million. The move aims to curb speculative activity and ease pressure on the rupee. However, the measures do not directly restrict foreign-currency purchases for overseas travel, mandate lower conversion rates or reduce forex card charges.
Will the new rules lower foreign travel costs?
If the measures help the rupee strengthen or stabilise against the US dollar and other major currencies, travellers could need fewer rupees to purchase the same amount of foreign currency. This could reduce the rupee-equivalent cost of overseas accommodation, meals, shopping and sightseeing.
But a stronger rupee is not guaranteed. Global crude oil prices, movements in the US dollar, foreign investment flows, and geopolitical developments will continue to influence the domestic currency.
Moreover, changes in the derivatives market do not automatically translate into cheaper retail exchange rates. The savings available to travellers will depend on the rates offered by banks and authorised money changers, as well as conversion mark-ups and other fees charged by forex card and international payment providers.
How can travellers manage their forex budget?
While the impact of the RBI’s measures remains uncertain, travellers can take a few steps to keep currency-conversion costs under control.
Shop around for better rates: Compare exchange rates offered by authorised banks and money changers before buying foreign currency. Small differences in rates can translate into significant savings on larger transactions.
Factor in forex card costs: Look beyond the advertised exchange rate and check currency-conversion mark-ups, loading fees and other charges before selecting a forex card.
Watch out for international transaction fees: Debit and credit cards may carry foreign transaction charges and overseas ATM withdrawal fees, adding to the cost of purchases and cash withdrawals abroad.
Avoid converting your entire budget at once: Buying foreign currency in instalments can spread the risk of exchange-rate fluctuations. However, this approach does not guarantee a more favourable rate.
Build a contingency fund: Keep some money aside for unexpected expenses and adverse currency movements between the time of booking and the trip.
What should travellers keep in mind?
The RBI’s measures are aimed at easing pressure on the rupee through changes in the derivatives market, not at making overseas travel cheaper. Any reduction in travel costs would be an indirect outcome of favourable currency movements, rather than a direct benefit of the new rules.
For now, travellers should focus on comparing conversion rates and fees instead of assuming that the measures will immediately lower their foreign travel expenses.
