01Getting Around
Mexico’s Pacific coast: Hurricane Simón. Mexico’s weather service (SMN) kept a hurricane watch (hurricane conditions are possible) for the Sinaloa coast from Escuinapa to Bahía Tempehuaya, and a prevention zone for hurricane-force winds around the Marías Islands. Spanish-language reports on Wednesday disagreed on whether Simón was a Category 1 or Category 2 hurricane and on exactly where and when it would come ashore.
Some forecasts pointed to a landfall near Mazatlán on Thursday 15 October, while Uno TV reported on Tuesday that the storm was almost stationary at sea and would stay a threat for days. Heavy rain and high waves are forecast for Jalisco, Nayarit and southern Sinaloa, and the rainfall figures differ between bulletins. We could not read the latest SMN or US National Hurricane Center bulletin this morning, so treat these points as likely to change. Our checklist for foreigners sets out what to prepare, and local civil protection orders come first.
Panama: schools and daily routines. Panama’s education ministry (Meduca) announced that a gradual reopening of public schools would begin on Wednesday 14 October, once safety inspections are done. We have not confirmed how many schools opened. On Tuesday 13 October, Minister Ventura Vega counted 619 damaged schools in 15 education regions, and 35 schools destroyed, according to Telemetro.
Not every building will open on the same day. Ask your child’s school which building is open and when, because the reopening depends on each inspection.
Brazil: loud weeks, normal days. Campaigning continues until the runoff on Sunday 25 October, 10 days away. Most foreign residents cannot vote.
02Cost of Living & Money
Each measure is labelled, and dates differ by country. Brazil’s PTAX, Colombia’s TRM and Argentina’s rates are official or public-service quotes; Mexico, Peru and Chile are Wednesday market closes from RT, a market-data provider, not official fixings.
Brazil. The PTAX fixing (the central bank’s reference dollar rate) was 5.0441 reais to sell on Wednesday 14 October, after 5.0096 on Tuesday 13 October. At 5.0441, R$1,000 is about US$198.
Mexico. The dollar closed at 18.497 pesos on Wednesday 14 October, up from 18.371 on Tuesday 13 October. It is not the official FIX rate (Banxico’s daily reference rate). At 18.497, MXN 10,000 is about US$541.
Chile. The market close was 985.0 pesos per dollar on Wednesday 14 October, a market-data quote, because we could not read the central bank’s observado (its reference rate) this morning. At 985.0, CLP 1,000,000 is about US$1,015.
Colombia. The TRM (the official representative rate) is 3,197.65 pesos per dollar for Thursday 15 October, up from 3,181.74 for Wednesday 14 October, according to the financial regulator’s open data. At 3,197.65, COP 1,000,000 is about US$313.
Argentina. DolarApi shows the official Banco Nación rate at 1,485 to buy and 1,535 to sell on Wednesday. The blue (informal market rate) was 1,530 and 1,550, and the CCL (contado con liquidación, a rate for dollars bought through securities) was 1,615.8 and 1,617.3. ARS 1,000,000 is about US$651 at the official sell rate and about US$618 at the CCL sell rate, and ArgentinaDatos puts country risk (the extra yield investors demand on Argentine dollar bonds) at 611 points on 14 October.
Peru. We could not obtain SUNAT’s (the tax authority’s) rate. The market close was 3.4304 soles per dollar on Wednesday 14 October, and banks quote their own rates. At 3.4304, PEN 1,000 is about US$292.
The wider picture. The real and Mexico’s peso each weakened about 0.7% on Wednesday, and Colombia’s TRM is about 0.5% higher. One day does not set a trend, and currencies often overshoot after news and then settle.
03Visas, Residency & Tax
Argentina: what 33.4% inflation means for your budget. Argentina’s statistics institute INDEC reported on Tuesday 13 October that consumer prices rose 1.9% in September and 33.4% over 12 months. Housing, water, electricity and gas rose 3.1% in the month, which matters most for anyone renting or paying utility bills. Our guide to what this means for expats has the detail.
Colombia: 16 days left. Foreigners holding a permanent-resident visa issued under earlier rules must transfer it before 31 October 2026, the Foreign Ministry has reiterated. The process is online; the ministry advises using its official site without intermediaries. Our earlier explainer sets out who is affected.
Peru: regional runoff on 6 December. The electoral court (JNE) moved the second round of the regional elections from Sunday 29 November to Sunday 6 December, according to Gestión. Foreign residents cannot vote for governors, and our expat guide to the runoffs carries the new date.
Panama: the US$300,000 investor visa. Our explainer on the 15 October date, which falls today, sets out the real-estate threshold and what the 2024 decree said. Check the current rules with Panama’s immigration service or a licensed lawyer before you commit money.
Brazil: foreigners and the runoff. Most foreign residents cannot vote. A Datafolha poll released on 8 October (2,520 interviews, 6 to 8 October, margin of error 2 points) put Flávio Bolsonaro at 49% and Lula at 45% in the runoff, a gap at the edge of the poll’s margin of error, and polls are snapshots. Our runoff guide covers the practical side.
