PAJU — With fiscal pressure mounting on Gyeonggi Province's local governments and public agencies, the Gyeonggido Business and Science Accelerator has begun an agency-wide effort to strengthen its financial footing. The plan goes beyond simple budget cuts to a full redesign of its revenue structure and working methods in order to build a sustainable management base.
The agency said on the 12th that it held a kickoff meeting for its Innovation Task Force on Fiscal Crisis and has started full-scale activity, moving preemptively in response to the province's fiscal reform drive and changing budget conditions.
The task force is focused less on belt-tightening than on removing inefficiency across the agency's operations and sharply increasing both internal revenue and outside funding. It operates as an agency-wide collaboration body led by the head of the management planning division, with about 30 business division heads and key department heads taking part. It will move quickly using existing infrastructure, without a separate reorganization or additional staff.
The agency plans to run the task force as an execution-focused body rather than a one-off idea forum. It will manage the process systematically — from generating ideas to assigning responsible departments, checking implementation and analyzing results — and reflect major outcomes immediately in future budget planning and agency operations.
Core innovation tasks center on eight areas. They include cutting agency operating and shared administrative costs, improving the efficiency of building and facility operations, developing revenue projects that use assets the agency already owns, securing outside funding, advancing the agency's AX (artificial intelligence transformation) and DX (digital transformation), and streamlining support program processes.
In particular, public notices, publicity work and events that had been handled by individual departments will be integrated and linked to sharply reduce administrative costs and duplicated work. Corporate support will also shift from its current fragmented structure to collaborative management by company growth stage, running from research and development through commercialization, investment and exports. The agency will actively adopt AI and digital technology for repetitive administrative work to maximize productivity.
To prevent side effects from excessive budget cuts, the agency set three operating principles: protecting core functions, managing workloads, and evidence-based performance management. The aim is to maintain the quality of essential support services for companies and residents while removing only inefficient spending structures with precision.
Starting this month, the agency will gather ideas through brainstorming across all departments, then confirm detailed tasks after rigorous review of feasibility and fiscal impact. Short-term tasks will be carried out immediately and medium- to long-term tasks in stages, so the effort becomes a standing fiscal reform system rather than a one-time event.
"This task force is the starting point for innovation in our financial foundation, going beyond cost cuts to reorganize how we work and how our projects and revenue are structured," said Kim Hyun-gon, president of the agency. "We will firmly protect our core corporate support functions while boldly cutting unnecessary spending, to be reborn as a sustainable public institution that leads fiscal reform in Gyeonggi Province."
