The pay freeze would be one of several measures in VW's major restructuring plan, which also includes reduced benefits and staff cuts.
According to the newspaper, the instructions now being sent to those responsible for operations around the world apply to all car brands in the VW Group.
In September, VW sharply lowered its forecast and announced plans to restructure its operations and cut 100,000 jobs, around 15 percent of the group's global workforce.
