In her address before UN Member States, laila El Atfani emphasized the increasing involvement of Sahrawi women in political life and elected institutions, underlining their active contribution to local governance, democratic decision-making, and the economic and social development of the Southern Provinces.
She stressed that women’s empowerment and political representation are essential pillars of inclusive governance and sustainable development.
Laila El Atfani also reaffirmed her support for Morocco’s Autonomy Plan under Moroccan sovereignty, describing it as a credible, realistic, and pragmatic framework for achieving a lasting political settlement to the regional dispute over the Sahara.
She highlighted the importance of safeguarding Morocco’s territorial integrity while promoting regional stability, democratic participation, and socioeconomic progress.
Her participation came as the Fourth Committee concluded its consideration of the Sahara issue on October 15, 2026, adopting a resolution by 152 votes in favor, two against, and seven abstentions.
The resolution refers to UN Security Council Resolution 2797 (2025), which identifies Morocco’s Autonomy Proposal as the basis for negotiations toward a final, mutually acceptable political solution.
This development reflects the growing diplomatic momentum surrounding the autonomy initiative within the UN-led political process.
