The Federal Investigation Agency (FIA) has issued a new 12-page standing order governing immigration procedures at airports, seaports and dry ports across Pakistan, replacing the previous order issued in 2005.
Standing Order No. 07/2026 took immediate effect and will undergo periodic reviews, according to the document. The new order states that immigration officers can no longer offload passengers based solely on verbal instructions.
It also supersedes previous instructions concerning immigration officers’ general duties to the extent that they conflict with the new standing order.
Under the revised procedures, immigration decisions will involve digital records, written decisions, risk-based screening and accountability for the officers involved.
The order also requires the complete recording of immigration decisions in the Integrated Border Management System (IBMS). The new standing order applies to immigration operations at airports, seaports and dry ports across the country.
