DHARAMSHALA, Oct. 22: The Cabinet Secretariat of the Central Tibetan Administration (CTA), in an official circular issued on Wednesday, announced the diplomatic appointments of Chhime Rigzin Chhoekyapa and Tashi Tsering as Representatives for the Offices of Tibet in Canberra and Taipei, respectively.
Under the new directives, Chhime Rigzin Chhoekyapa, a veteran administrator who has served as Secretary at the Office of His Holiness the Dalai Lama (OHHDL), will helm the Tibet Information Office in Canberra, Australia. Tashi Tsering—a prominent human rights advocate and founder of the Human Rights Network for Tibet and Taiwan (HRNTT)—will take charge of the Tibet Religious Foundation of H.H. the Dalai Lama in Taipei.
According to the Secretariat, these appointments strictly adhere to Article 19(1) of the Public Service Commission’s rules and regulations. The statutory provision mandates that Representatives of His Holiness the Dalai Lama to international Offices of Tibet must be formally designated by the Cabinet in the presence of the CTA President and the ministers.
Both appointees bring specialized expertise to their respective diplomatic roles. Chhime Rigzin Chhoekyapa brings extensive administrative experience and long-standing diplomatic continuity, forged over years of service within the Office His Holiness the Dalai Lama (OHHDL).
Meanwhile, Tashi Tsering brings a robust background in international civic engagement. Since establishing HRNTT in Taiwan in 2016, he has spearheaded a multi-sectoral coalition encompassing civil society organizations, academics, legislators, and student activists. Beyond championing high-profile awareness campaigns—such as the annual “Cycling for a Free Tibet” rally commemorating Tibetan Uprising Day—HRNTT actively collaborates with global human rights partners, including Hong Kong diaspora networks, to monitor and document human rights conditions across occupied Tibet.
