Pakistan has brought satellite communication equipment under a technical standards framework, requiring devices to meet prescribed specifications under the Telecommunication Equipment Standards Regulations, 2024, notified by the Ministry of Information Technology and Telecommunication.
The regulations cover several categories of satellite communication equipment, including maritime radio, mobile satellite services, satellite earth stations and other equipment used for satellite-based communications.
The prescribed standards draw on international frameworks developed by organizations including the International Electrotechnical Commission (IEC) and the European Telecommunications Standards Institute (ETSI).
The framework specifies technical standards for maritime radio equipment, including very high frequency (VHF) devices, as well as mobile satellite service equipment such as mobile earth stations.
It also covers equipment used in satellite services operating across different frequency bands.
Applicants seeking a certificate of conformity must submit an application accompanied by applicable standards and test reports issued by accredited laboratories.
Required documents include a declaration of conformity, relevant test reports, a bill of lading or air waybill (AWB), technical literature and end-to-end network connectivity diagrams. The authority may also require additional documentation.
The regulations authorize designated officers to inspect telecommunication equipment to verify compliance, with inspections permitted with or without prior notice. Officials may also request relevant documents and records.
The framework provides for public awareness campaigns on technical standards and requires licensees, importers and manufacturers to maintain updated records of telecommunication equipment for the previous three years.
These records must be provided to the authority when required.
