Senegalese Migration to Spain: Why Boats Are Back

SENEGAL · EXPLAINER

Senegalese migration to Spain is in focus again because boats are reaching the Canary Islands faster since September. Even so, 2026 remains far quieter than 2025.

Spain’s Interior Ministry counts 8,970 sea arrivals in the archipelago up to 15 October, 33.5% fewer than a year earlier. Yet about 1,837 of them arrived in the first fortnight of October alone, by our arithmetic from two official balances.

For US readers, the story shows how Europe’s southern sea border reacts to pressure far away in West Africa. This explainer sets out the numbers, the changing routes and the economic strains behind departures.

Senegalese Migration to Spain in Numbers

Interior counted 7,133 sea arrivals in the Canaries up to 30 September, against 12,848 a year earlier, Atlántico Hoy and Moncloa report. That is a fall of 44.5%, while September alone brought 1,970 people in 25 boats.

Up to 15 October the total reached 8,970, so the first fortnight of October added about 1,837 people (8,970 minus 7,133). A year earlier Interior’s running totals rose from 12,848 to 13,491, or about 643 people, which makes this October roughly 2.9 times busier.

Fernando Clavijo, the Canary Islands’ regional president, said on 12 October that more than 3,800 people had arrived since early September. Cristina Valido of his Coalición Canaria party put arrivals from 1 to 11 October at 1,652 in 17 boats, a pace consistent with our 1,837 up to 15 October.

Clavijo also fears a year-end like 2024, when Interior recorded 46,843 arrivals in the archipelago. That total is far above anything seen so far in 2026.

Why Departures Moved South Along the Coast

The International Organization for Migration (IOM), the UN migration agency, says tighter controls in Morocco, Mauritania and Senegal have contributed to departures shifting further south. In its 13 October release it names Gambia, Guinea and Guinea-Bissau as the new starting points.

Such detours can add up to 750 kilometres, bringing some crossings to about 2,200 kilometres, the agency says. Longer trips mean more time at sea and more remote, less watched coastlines.

Recent boats fit that pattern, with departures from both Senegal and Gambia on the passengers’ own accounts. Atlántico Hoy says 74 people from M’Bour landed on El Hierro on 6 October and 41 from Batokunku, Gambia, on 7 October.

Our earlier report, Migrant Boat From Gambia Reaches El Hierro, covered those two October arrivals. The latest boat, from Gunjur, landed on 16 October with 77 people, as told in Senegalese Migrants Among 77 at El Hierro.

Seneweb and El Hierro Hoy list Senegal among the home countries of those 77 people. No outlet gives a Senegalese headcount, so the share on each boat stays unknown.

IOM counts 4,566 people from Mali, Senegal, Guinea and Gambia registered arriving in Europe by sea in the first half of 2026, 59% fewer than a year earlier. West Africans made up 83% of the arrivals registered on the Atlantic route, the principal route in that period.

The agency adds that fewer arrivals do not mean fewer departures or fewer deaths. Arrivals in the Canary Islands fell 62% between 2024 and 2025, yet recorded deaths and disappearances on the route dropped only 4%, from 1,215 to 1,172.

Seneweb says Gambia’s immigration department stopped 102 would-be emigrants on 12 and 13 October, including 28 Senegalese. It also reports 111 people, 15 of them Senegalese, rescued at Aljamdu after their boat stuck in mud.

Le Soleil, a Senegalese public-sector daily, citing the APS agency, says Morocco’s navy stopped 200 migrants on 15 October. It counts 124 Senegalese among them, a claim we treat as context because both outlets belong to the public sector.

Jobs and Fishing Pressures Behind the Departures

Senegal’s statistics agency ANSD put broad unemployment at 19.1% in the second quarter of 2026, up 0.1 point on 2025, Seneweb and Senego report. The rate reached 23.5% for people aged 15 to 34 and 29.2% in rural areas, against 12.6% in towns.

About 35.3% of people aged 15 to 24 were neither working nor studying nor training, up from 32.8% a year earlier. Only 46.3% of young people were in the labour force, against 70.4% of adults.

On the stricter International Labour Organization definition, unemployment was 3.2%, so the choice of measure changes the picture sharply. Both measures come from the same quarterly survey.

At the Soumbédioune fishing quay in Dakar, fishermen told West African parliamentarians on 16 July that fuel costs hurt their trade. Sud Quotidien quotes one fisherman saying the sector no longer works and that some young people choose irregular migration as a result.

These are the quay’s views, and no survey in our sources ties such pressures to the boats now arriving. Gambia’s immigration department has also opened an inquiry into a suspected smuggling network.

How Spain and the Canaries Are Responding

On Tuesday 13 October the Canary government called for Frontex, the EU border agency, to be deployed on the Atlantic route. Diario de Avisos says it also asked for more Guardia Civil and National Police resources.

Clavijo criticised the EU’s migration and asylum pact, arguing it may keep migrants longer at external borders such as the Canaries. That is his reading of the rules, and our sources do not test it.

Interior’s latest balances run to 30 September and 15 October, so the next should show how the rest of October fared. For background, see Senegal Explained: The Country, the Faye Government and What to Watch and Gambia Explained 2026, the River Republic in Senegal.

What It Means for US Readers

The Atlantic route is a main sea entry into the European Union from West Africa, so Senegalese migration to Spain feeds the debate in Madrid and Brussels. US readers can use Interior’s balances as the official yardstick while treating political claims about surges with care.

Senegal’s job figures show the pressure at the departure end, which matters to investors following Dakar’s economy. Travellers to the Canary Islands will find that our sources describe no disruption to flights or tourist services, but should check current advice.

What Is Not Known

No source says how many Senegalese were on recent boats, and the balances we saw give no nationality breakdown. Our fortnight figures subtract cumulative Interior totals, so any later revision of those totals would change them.

It is unknown whether the October pace will last, and our sources offer no official explanation for the rise since September. Nor is it clear how far departures from Senegal itself have fallen as controls tightened.

IOM’s figures on deaths stop at 2025, so this year’s toll at sea cannot be compared from our sources. The role of smuggling networks and the prices they charge have also not been established.

Frequently Asked Questions

Are arrivals in the Canary Islands rising or falling?

Both: the 8,970 sea arrivals up to 15 October are 33.5% fewer than a year earlier. But the first fortnight of October was about 2.9 times busier than the same period of 2025.

Why are departures moving south from Senegal?

IOM says tighter controls in Morocco, Mauritania and Senegal have contributed to departures shifting to Gambia, Guinea and Guinea-Bissau. That can add up to 750 kilometres to the crossing.

How high is youth unemployment in Senegal?

The broad measure of the statistics agency ANSD shows 23.5% for people aged 15 to 34 in the second quarter of 2026. The strict International Labour Organization measure gives a national rate of only 3.2%.

Were Senegalese on the boat that reached El Hierro on 16 October?

Yes, Seneweb and El Hierro Hoy list Senegal among the passengers’ home countries. No source says how many of the 77 people were Senegalese.

What has the Canary government asked for?

It called on 13 October for Frontex to be deployed on the Atlantic route and for more Guardia Civil and National Police resources. Regional president Fernando Clavijo also fears a year-end like 2024, when 46,843 people arrived.
