ISLAMABAD – The Federal Investigation Agency (FIA) has barred officials from offloading outbound passengers through verbal instructions alone as it has issued new immigration standing order.
FIA Immigration has issued a 12-page Standing Order No. 07/2026 for implementation at airports, seaports and dry ports across Pakistan.
The new directive has taken immediate effect and will be reviewed periodically.
The order replaces the previous standing instructions issued in 2005. It also supersedes earlier guidance on the general duties of immigration officers wherever those instructions conflict with the new framework.
The revised system aims to make immigration decisions more structured, transparent and accountable by requiring formal procedures instead of relying on verbal directions.
How Do the New System Work?
The new framework links immigration decisions to digital records, written orders, risk-based screening and clearly defined officer responsibilities. It also requires complete documentation of relevant actions in the Integrated Border Management System (IBMS).
The revised procedures establish a formal record of immigration decisions, placing greater emphasis on accountability and the proper documentation of passenger screening and offloading.
The new standing order will apply across the country’s designated immigration points and remain subject to periodic review.
