Turkish media say the crypto entrepreneur was detained as authorities examine new scam allegations tied to his digital asset ventures.
Richard Heart, the self-styled crypto entrepreneur behind HEX, PulseChain and PulseX, has reportedly been arrested in Istanbul. The detention was first flagged by Turkish media and has since been picked up by crypto-focused outlets covering the story. Reports describe the arrest as connected to accusations that Heart ran another crypto scam, though the specific legal charges have not been fully detailed.
Heart has built a reputation over the past several years as one of crypto's most outspoken and controversial figures. He markets himself aggressively on social media, often pairing promotional claims about his token projects with a flamboyant public persona. That visibility has also made him a frequent target of scrutiny from regulators and critics who argue his projects function more like promotional schemes than functioning blockchain networks.
The arrest in Istanbul follows years of legal pressure on Heart originating in the United States. The U.S. Securities and Exchange Commission filed a civil lawsuit against him in 2023, alleging he ran an unregistered securities offering through HEX and misused investor funds raised through PulseChain and PulseX. That case has faced repeated delays, in part because American authorities have struggled to formally serve Heart with legal documents given his movement across jurisdictions.
Heart has long maintained residences and business activity outside the United States, a pattern that has complicated efforts by regulators to compel his appearance in court. His reported presence in Turkey, and the involvement of Turkish authorities rather than U.S. agencies, marks a new jurisdictional turn in the broader effort to hold him accountable.
Details about the underlying allegations behind the Istanbul arrest remain limited at this stage. Crypto.news has specifically raised the question of what charges Heart faces, signaling that the legal basis for the detention had not been fully clarified when early reports emerged. CoinDesk's coverage, citing Turkish media, similarly stopped short of specifying formal charges.
The case is likely to draw close attention from both crypto investors and regulators tracking cross-border enforcement against token promoters. Heart's projects have attracted a large retail following, and any formal findings from Turkish authorities could carry implications for pending civil matters in the United States as well.
Market Impact
Direct market impact tied to the arrest is likely to center on HEX, PulseChain and PulseX, the tokens most closely associated with Heart's public projects. Investors holding these assets may watch closely for any official statement from Turkish authorities clarifying the charges, since uncertainty around a founder's legal status often weighs on sentiment for a token's community.
More broadly, the episode reinforces regulatory focus on high-profile crypto promoters who operate across multiple jurisdictions. Enforcement actions that cross borders, rather than remaining confined to a single regulator like the SEC, could signal a wider trend of international cooperation against alleged crypto fraud.
Further details on the charges against Richard Heart are expected as Turkish authorities and international media continue to report on the case.
