Visitors arriving at Lisbon Airport will benefit from a new fixed-fare taxi system from Thursday, October 15, designed to tackle overcharging, improve transparency and restore confidence in one of the capital’s most important tourist services.
Under the new rules, taxi journeys from Humberto Delgado Airport to destinations within Lisbon will cost either €16 or €19 during weekday daytime hours, depending on the area of the city.
The initiative follows repeated complaints from passengers, particularly foreign tourists, about excessive fares and drivers refusing certain destinations.
Authorities hope the new system will provide greater certainty for visitors, allowing them to know the cost of their journey before leaving the airport and reducing the risk of unpleasant surprises on arrival.
The measure is particularly relevant to Lisbon’s tourism sector, where airport transfers are often visitors’ first direct experience of local services.
Fixed prices for different areas
The new fare structure divides Lisbon into two zones.
Zone 1, with a daytime fare of €16, includes areas such as Parque das Nações, Alvalade, Areeiro, Avenidas Novas, Lumiar and Olivais.
Zone 2, costing €19, covers central and historic districts including Baixa, Chiado, Bairro Alto, Belém, Alcântara, Estrela and Campo de Ourique.
Between 10pm and 7am, as well as at weekends and on public holidays, fares increase to €20 for Zone 1 and €23 for Zone 2.
The fixed prices apply to journeys originating at the airport taxi rank, rather than all taxi services operating across Lisbon.
New rules to improve visitor experience
The agreement was signed in September by Lisbon City Council, airport operator ANA and the Lisbon Tourism Association (ATL), following negotiations with the Portuguese Taxi Federation (FPT) and taxi association ANTRAL.
According to FPT, drivers joining the new system will not be allowed to refuse journeys and must accept both vouchers and electronic payments, with payment terminals fully operational. Drivers will also be required to “treat passengers courteously”, keep their vehicles clean and in good condition, and “dress appropriately. Flip-flops, shorts and sleeveless shirts will not be permitted”.
The changes follow a series of complaints about taxi practices at Lisbon Airport. During a police inspection in August, officers identified 67 infringements among approximately 100 taxis checked.
The new system is intended to strengthen consumer protection while improving the reputation of airport taxi services among international visitors.
Full implementation expected in November
Although the fixed fares take effect on Thursday, the system will initially operate without full access controls.
Carlos Silva, president of the Portuguese Taxi Federation, told Lusa that accreditation of participating drivers would begin on the same day, but automatic number-plate recognition at the airport rank was not yet operational.
He expects the system to be fully functioning in early November.
Information panels displaying the fixed fares, both inside the arrivals area and outside the terminal, are also expected to be installed by then, making the prices clearly visible to arriving tourists.
Silva believes the new arrangements could encourage more taxi drivers to work at the airport, where some have previously avoided operating because of conditions at the rank.
He also called for fixed fares to be extended to nearby destinations outside Lisbon municipality, including Moscavide, Sacavém and Prior Velho, arguing that passengers travelling only a short distance beyond the city boundary should not face a different pricing system.
For tourists, the main advantage will be greater predictability and transparency when travelling from Lisbon Airport, helping to make arrival in Portugal’s capital a smoother and more reassuring experience.
