FIFA has approved the establishment of a normalisation committee to oversee the Nigeria Football Federation (NFF), with a mandate to manage the transition to a new executive leadership and complete its assigned responsibilities no later than May 31, 2027.
The approval, announced by the NFF Communications Department on Thursday, was granted by the Bureau of the FIFA Council following a leadership crisis that has left the federation facing uncertainty over its administration and electoral process.
In a letter signed by FIFA Secretary-General Mattias Grafström and addressed to Dr Emmanuel Ikpeme, the global football governing body said the committee’s members would be selected jointly by FIFA and the Confederation of African Football.
“The normalisation committee shall consist of a suitable number of members, who will be appointed jointly by FIFA and CAF as soon as possible,” the letter stated.
The committee’s tenure will depend on how quickly it completes its responsibilities, although FIFA has established an outer deadline for its assignment.
“The period during which the normalisation committee shall perform its functions shall expire as soon as it has fulfilled all of its tasks, but by no later than 31 May 2027,” the letter added.
FIFA also stipulated that membership of the interim body would not provide an opportunity to contest for positions in the next NFF elections, effectively separating the transition process from the race for the federation’s permanent leadership.
“None of the members of the normalisation committee will be eligible for the positions to be filled during the upcoming NFF elections under any circumstances,” it said.

Until the committee is formally constituted, the NFF secretariat will continue to manage the federation’s daily operations and the administration of Nigerian football.
The decision follows the resignation of NFF President Ibrahim Gusau, General Secretary Mohammed Sanusi and other members of the federation’s Executive Committee on August 27, 2026.
The resignations came amid criticism of Nigeria’s failure to qualify for the 2026 FIFA World Cup and the Super Falcons’ failure to qualify for the 2027 Women’s World Cup.
The departure of the federation’s top officials created a leadership vacuum and disrupted preparations for the NFF elections, which had been scheduled for September 27.
FIFA’s intervention is intended to provide an interim administrative structure while the federation works towards electing a new executive committee.
The effectiveness of the arrangement will depend on the timely appointment of committee members, the completion of their mandate and the organisation of a credible electoral process within the stipulated period.
With the May 31, 2027 deadline in place, the normalisation committee will have a defined window to address the federation’s immediate administrative challenges and prepare the ground for a return to elected leadership.
