The gap between the ambitions of the Kunming-Montreal Global Framework for biodiversity conservation and global collective action remains significant, with developing countries facing particularly serious difficulties in achieving the targets set by 2030. Chinese Minister of Ecology and Environment Huang Runqiu on Monday stated this at the plenary session of the 17th meeting of the Conference of the Parties (COP17) to the UN Convention on Biological Diversity, underway in Armenia’s capital, Yerevan.
All parties should take steps to more actively promote biodiversity conservation, ensuring the timely implementation of the targets and objectives of the framework, Huang noted.
It is necessary to strengthen political will at the high level, improve inter-agency and sectoral coordination, and improve existing mechanisms. Countries should accelerate the development, updating and implementation of national biodiversity conservation plans to ensure the effective implementation of national goals. Biodiversity goals should be fully integrated into national development plans and policy systems, better harmonized with the framework program, and actively taken into account, the Chinese minister said.
Developing countries should accelerate the implementation of their commitments to resource mobilization and capacity building, and deepen sustainable development mechanisms. Research institutions and think tanks should be more effectively supported, and basic research should be expanded to facilitate decision-making. It is also important to raise public awareness of nature conservation. At the same time, it is essential to encourage the exchange of data and knowledge to provide a reliable basis for scientifically sound decision-making, Huang added.
