Post-quantum cybersecurity venture Project Eleven has entered into a development partnership with Bermuda-domiciled specialty carrier Relm Insurance to examine how an institution’s post-quantum cryptographic controls can be incorporated into digital asset insurance underwriting and policy pricing.
The collaboration centers on Project Eleven’s flagship institutional custody platform, Strongpoint. The software architecture combines classical and post-quantum digital signature schemes while decoupling institutional governance workflows—such as multi-party approval rules and audit logs—from the underlying cryptographic signing layer, enabling organizations to rotate signature algorithms without overhauling internal compliance controls.

|---|---|---|
| Collaboration Dimension | Institutional Partners | Core Scope & Deliverables |
| • Underwriting Integration | • Relm Insurance ↔ Project Eleven | • Defining evaluation criteria for key exposure, multi-party signing architectures, migration readiness, and third-party dependencies in policy risk models. |
| • Institutional Custody | • Strongpoint Platform | • Hybrid classical/PQC transaction signing that preserves audit history and approval rules across algorithm migrations. |
| • Threat Mitigation | • Public Blockchain Signatures | • Addressing vulnerability in exposed public keys (ECDSA/Ed25519) susceptible to private-key derivation via Shor’s algorithm. |
Incentivizing PQC Migration Through Risk Underwriting
Most public blockchains and digital asset custody frameworks rely on standard elliptic-curve cryptography (such as Secp256k1 or Ed25519). When an address executes an outbound transaction, its public key is broadcast to the network, exposing it to potential derivation attacks by a sufficiently mature Cryptographically Relevant Quantum Computer (CRQC).
While public sector mandates (such as NSA CNSA 2.0 and U.S. Executive Order 14412) enforce strict timelines on federal contractors and banking backbones, commercial digital asset platforms often face high friction when implementing crypto-agility. Under the partnership, Relm will contribute underwriting specifications to Strongpoint’s technical roadmap, identifying the verifiable security logs and cryptographic audits custodians need to demonstrate quantum resilience to carriers.
The joint framework aims to determine whether institutions implementing audited post-quantum defenses can qualify for tailored terms or preferential risk assessments, establishing a financial incentive for early migration across institutional web3 custody.
