The Minister of Energy and Green Transition, Dr. John Jinapor, has held bilateral meetings with key industry players, including companies with established operations in Ghana and prospective investors eager to enter the market and explore opportunities within the country's energy sector.
He held the meetings on the sidelines of African Energy Week.
The companies commended Ghana for the economic turnaround achieved in just a year, as well as the deliberate and tireless efforts to reposition the energy sector as an attractive investment destination and reaffirm Ghana’s standing as a country ready for business.
“As a government, we are committed to building a credible, competitive, and investor-friendly energy sector anchored on certainty, predictability, and transparency,” Dr. Jinapor said in a Facebook post after the engagement.
He added, “These principles are cardinal to strengthening investor confidence, fostering long-term partnerships, and creating an enabling environment for sustainable investment and growth in the energy sector.”
In a separate development, Dr. John Jinapor witnessed the signing ceremony of the Petroleum Hub Development Corporation (PHDC)–Global Sphere Partnership for Phase 2 of the Petroleum Hub Project.
He stated that this strategic partnership marks a significant milestone in Ghana’s ambition to become the leading energy hub in West Africa. It also helps drive industrialization, attract investment, create jobs, and strengthen the nation's energy security, he noted.
The project, scheduled for development over the next five years, will comprise a 300,000-barrel-per-stream-day refinery, two petrochemical plants, storage facilities with a capacity of four million cubic meters, and a multi-berth jetty.
The Minister commended all stakeholders for their commitment to advancing this transformative national project. He pledged to work closely with the PHDC to fulfill the government’s obligations and ensure the project moves beyond agreements to actual construction.
“You have my full support. I will engage the Minister of Finance and the Attorney-General. I will also bring on board the Minister of Lands and Natural Resources so that, together, we can guide this project and provide the necessary backing,” he said.
Dr. Jinapor also praised the PHDC, led by Chief Executive Officer Dr. Toni Aubynn, for its efforts to advance the initiative. He said the Corporation required full institutional support to deliver a project central to President John Dramani Mahama’s ambitions for Ghana’s oil and gas sector.
Dr. Aubynn described the Minister as a consistent supporter of the Petroleum Hub and said the Corporation had made implementation a priority in 2026. He noted that the project was intended to become a strategic national asset that would strengthen energy security, create jobs, and reduce Ghana’s exposure to external economic shocks, including geopolitical tensions affecting global energy markets.
“We believe that the groundwork has been laid, that the partnerships are within our reach, and that the time has come to move from boardroom plans on paper to progress on the ground,” he said.
