Nigeria’s federal government says it has paid N658.9 billion (about US$494.7 million) in direct cash transfers to 10.46 million poor and vulnerable households by September 2026, a figure published in the World Bank’s Nigeria Development Update on 8 October 2026. The bank used the number to argue that Nigeria must now turn an emergency program into a permanent, budget-funded safety net, a point the Lagos daily Punch highlighted on 19 October.
For US readers, the payments matter because the national program behind them rests on a US$800 million World Bank credit that is almost fully spent and closes in June 2027. What replaces it will shape poverty, hunger and stability in Africa’s most populous country around a general election due in early 2027.
Conversions use N1,332.01 per US dollar, the Friday 16 October close. On that basis the total comes to about US$47 for each household reached, by our calculation, although the money was paid in several tranches over many months and at different exchange rates.
What the World Bank Report Says
The report, titled “Beyond the Federal Purse: How Higher Revenues Shaped State Priorities”, is the bank’s twice-yearly review of Nigeria’s economy, and The Rio Times covered its growth findings on 12 October. It says the government used biometric and digital verification to identify beneficiaries and deliver payments, and that it “reported disbursing N658.9 billion in direct cash transfers by September 2026” (about US$494.7 million).
“Social protection and service delivery can help cushion households against these pressures, though their effectiveness will continue to depend on coverage, adequacy, and continuity,” the report says. It adds that the effort must be “accelerated and deepened,” with more progress on how many people are covered, how much they receive and how regularly they are paid.
The bank’s central recommendation is a move “from an emergency response toward a regular, sustainable social protection system.” That would mean dedicated budget lines at federal and state level and a growing share of the money coming from Nigeria’s own government resources.
How Far the Program Has Reached
The World Bank’s monitoring report on the National Social Safety Net Program-Scale Up, dated 11 September 2026, counted about 10.4 million households that had received shock-response cash transfers by August. More than 7.1 million of them had received all three payment tranches after checks against their national identity or bank verification numbers.
The same report counts 67.2 million people covered by cash-based support by August, up from 60.1 million in May, a total that includes 15 million people reached before the project began. Women were the main recipients in 57.6% of households, against a target of 45%.
The credit behind the program, approved by the World Bank’s board on 16 December 2021, had paid out about US$762 million by September, or 98% of the available amount. It is due to close on 30 June 2027, a few months after the election.
Why Poverty Still Dominates
The bank expects poverty to stay high in the near term before easing gradually to 61.1% of the population by 2028, as inflation slows and real incomes recover. It also cites a World Food Programme projection that nearly 35 million people in Nigeria could face acute food insecurity during the 2026 lean season.
Headline inflation averaged 23.0% in 2025 and is projected to fall to around 12% by 2028. Between 3 million and 5 million Nigerians join the labor force every year, which the bank says shows the need for more and better jobs.
Nigeria’s 36 states, whose combined revenues rose about 93% in real terms between 2023 and 2025 after the fuel subsidy was removed and the exchange rate unified, raised social protection spending from less than N0.1 trillion (about US$75 million) in 2021 to about N0.4 trillion (about US$300 million) in 2025. That raised its share of state spending from 1.4% to 4.4%, although the strongest shift in state budgets went to transport and other economic infrastructure.
What It Means for US Readers
For US investors in Nigerian bonds and shares, the safety net is part of the political bargain that has kept the reforms that ended the gasoline subsidy and unified the exchange rate in place. Transfers that reach the poorest households on time reduce the pressure on the government to reverse those reforms before the vote.
For Americans who follow aid and development lending, the World Bank’s own data show the program meeting its targets on paper, while the bank still calls for wider coverage, adequate payments and consistency. The real test is who pays after the credit closes in June 2027, because the bank wants Nigeria’s federal and state budgets to take over.
The report also warns that election-related spending could widen the deficit and slow the fall in inflation in 2026 and 2027. That makes a predictable, budgeted safety net a better signal to markets than one-off payments timed to the campaign.
What Is Not Known
The N658.9 billion (about US$494.7 million) total is the federal government’s own figure, which the World Bank reports but does not audit in the update. The report also does not say how much of it came from World Bank credit and how much from the federal budget.
It is not known how many eligible households are still waiting for payment, or how much each household now receives per tranche. No funding source for cash transfers after June 2027 appears in the documents The Rio Times reviewed.
